220 <br /> <br />October lOth~ 1950. <br /> <br />such financial assistance~ e~d requires among ~her things: <br />(1) the approval of the redevelopment plan by the governing <br />body of the locality in which the project is situated~ with <br />appropiate findings (a) that financial aid by the Federal <br />Government is necessary~ (b) that the redevelopment plans for <br />the redevelooment areas in the locality will afford maxim op - <br />~o.r~t~tnity~ c$nsistent with the sound_ needs of the locality as <br />~ who!e~ for the redevelooment of such areas by private enter- <br />prise~ and (c) that the re~eve!opment plan com~orms to a general <br />plan for the development of the locality as a wholes (2) the <br />orovision of local grants-in-aid; (3) the development of a <br />~easib!e method for the relocation of families displaced from <br />the project are~ ~ud (4) the several other local obligations <br />and resoom~ibitities imposed by Title ! of the Housing Act of <br />!949 in-connection with the undertaking and carrying out of s!mm <br />clear~uce and urban redevelopment~ojects. <br />Now~ Therefore~ Be it Resolved by the Coomcil of the City of <br />Portsmouth~ Virginia~ as follows: <br /> <br />Section !. That the financial assistance provided by Title I of <br />the Housing Aot of 19~9 to assist local sl~ clearance and urban <br />redevelopment projects is n~c~ssary: and <br /> <br />Section 2. That it is fully cognizant of the foregoing obliga- <br />tions and. resoonsibilities imposed by Title I and it is the <br />sense of this body that such obligations and ~sponsibilities <br />can and will be fulfilled~ and <br /> <br /> Section 3. Grimes to appropriate 986.40 for said purpose~ was <br /> <br /> ~th - "I am attaching au option on property on Fifth Avenue~ lots <br />301~ 303~ 30~, 307~ 309 and 311 and certain other land at Fifth Avenue and London Street~ <br />which is the orooosed site for a new fire station and recommend that an appropriation of $~O0~ <br />for purchase of same be olaced on its~rst reading at this meeting." <br /> <br /> Motion of Mr. Warren to place an appropriation of $~000.00 for <br />said purpose~ on its first reading~ was adopted. <br /> <br /> 6th - "I herewith submit bills from Kimg s Daughters Hospital for <br />treatment of medically indigent patients." <br /> <br /> Motion of Mr. Grimes to olace an appropriation of $~1~5.00 for <br />said purpose on its first reading~ was adopted. <br /> <br /> 9th - "The attached letter from the Chamber of Commerce is submit- <br />ted for your consideration." <br /> <br /> "The endorsement of the City's~forts and co-operation of the Re- <br />tail Merchants Association in the establishment of a down-to~m parking area on the north side <br />of Queen Street from the rear of the Court St. Baptist Church to the Livermon Garage property <br />was given by the Board of Directors of the Portsmouth Chmmber of Commerce at their regular <br /> <br /> <br />
