Barc!ay~ City Attorney. <br /> <br />Vice President Wilson in the Chair. <br /> <br />Minutes of regular meeting held on September 26th~ i9~0 were read <br /> <br />The following statement was made bY Vice President Wilson: <br /> <br /> ~'I regret very much to announce,the passing of ~ur beloved Mayor~ <br />Leslie T. Fox~ who departed this life on Thursday~ September 28th~ at 12.40 P.M. <br /> Leslie Fox~ affectionately known to u s as "Les" had served his City <br /> for the past eighteen years as a councilman and as Mayor~ and by his zealous services as a <br /> Councilman and as Mayor~njoyed to the highest degree~ the esteem and confidence of his <br /> citizens and his colleagues. The City has lost its most honored citizen and we mo~mrn his <br /> I feel~ as did the Rev. J.H. Manley~ .who officiated at .the funeral of <br />the Mayor~ and who Said "The occasion brings to me m touch of sorrow that practically incapac <br />itates me from pronouncing a eulogy of the Character I .fee! the Mayor deserves?"It would be <br />more fitting~ he sai~ "for the good works of our departed ~ayor to rest in our memories as <br />we all k-new him." He said further that any eulogy pronounced by him at that time certainly <br />would not do justice to the life that extended into so many avenues of public and personal <br />service. However~ instead of pronouncing~a eulogy at this time~ I have appointed a committee <br />to draft suitable resolutions expressifig the profound sorrow ~we feel onthis occasion." <br /> <br />The following resolution was presented: <br /> <br />"RESOLUTI ON <br /> <br /> k~ereas~ it has pleased our Heavenly Father to remove from o~m midst~ <br />our esteemed and beloved Mayor~ Leslie T. Fox~ whose death occurred on the 28th day of Septem- <br />ber~ 19~0~ and <br /> %~ereas~ the City Council of the City of Portsmouth desires to place <br />on record an expression of the profound sorrow we feel on this sad occasion and our estimate <br />of his worth ~d Character and the love and esteem inwhich we cherish his memory~ <br /> Therefore~ Be it resolved~ that in the death of Leslie T. Fox~ the <br />City of Portsmouth has sustained a severe loss and while we bow submissively to the Divine <br />Will that has called him to rest~ stillers can.t but feel keenly the sorrow and regret occa- <br />sioned by his death. <br /> Mayor Fox was for eighteen years a faithful member of the City <br />Council~ serving as a Councilman and as Mayor andheenjoyed to the highest degree the esteem <br />and confidence of his colleagues. <br /> Conscientious ~ud conservative in ~s views~ he ms ever ready with <br />voice and hand to promote the best interests of the City he loved so well. <br /> Wise in 8ounsel~ kind and gentle in manner~ quick to relieve the dis- <br />tress and soothe the sorrows of others~ faithful in the performance of any duties devolving <br />on him in connection with the work of his city~ a Christian gentleman and a loyal citizen has <br />been called away and we moumn his loss. <br /> Resolved~ that we extend to his stricken family our profound sympa- <br />thy in this their ho~mr of trial and anguish and we commend them to the protection of Him who <br />doeth all things well. <br /> Resoived~ further~ that these resolutions be spread upon the records <br />of the Council ar~ that a copy be sent to the bereaved family and that they be published in <br />the Portsmouth Star and theVirginian Pilot. <br /> E. Warren <br /> Pearle J.Wilson - Committee." <br /> <br />On motion of Mr. Houghton~ said resolution was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 1st - ~'I am submitting a resolution relative to the filing of ap - <br />ptications by the Portsmouth Redevelopment and Housing Authority~ and recommend its adoption." <br /> <br />On motion of Mr. Howa~d~ said resolution was adopted. <br /> <br />The Resolution <br /> <br />"W~REAS~ it is necessary and in the public interest <br />that Portsmouth Redevelopment a~d Housing Authority avail <br />itself of the financial assistance provided by Title I of <br />the Housing Act of i9~9 to assist local sl'~n clearance <br />~jad urban redevelopment projects~ and <br />Whereas~ it is necessar~ that surveys be made and other <br />activities be performed p~eparatory to %undertaking such <br />projects~ and <br />W~ereas~ ~t is recognized that Title I of the HoUsing <br />~ct of 1949 impose certain obligations and responsibili- <br />ties upon local public agencies availing themselves of <br /> <br /> <br />
