Howard to authorize the City Attorney to enter suit and <br />to employ additional la~ers if necessary: was adopted. <br /> The following letter from Mrs. diary C. Floyd~ was read: <br /> "My husbsnd: Calvin C. Floyd~ who was a fireman with the City of <br />Portsmouth for thirty two years~ died on October 31st~ 19~O. I understand it is the policy <br />of the C~t~ to refund to the widow of a deceased member of th& Fire Department: the amount <br /> - ~ k~n <br />deducted from his salary for the E~tirement Fund. I am respectfully as _ g that such refund <br />be made to me~ his widow~ at your e~rliest convenience." <br /> Motion of Mr. Howard to ~ppropriate ~ql61.18 for said purpose~ was <br /> adopted~ and by the following vote: <br /> <br /> ~yes: Duke~ Bilisoly~ Grimes~ Houghton~ Howard~ Smith~ <br /> Sturtevant~ Warren~ Weiseman~ Wilson <br /> Nays: None. <br /> <br /> The following letter from A.J. Mapp~ Superintendent of Schools~ was <br />read: - <br /> "~The Portsmouth Education Association and the Portsmouth Teachers~ <br /> ~ssoci~tion have requested the ?ortsmouth School Board for a raise of three hundred dollars <br /> per year for all teachers~ e~fective January l~ 1951. Rises in t~xes and living~ ~c°sts were <br /> cited in suooort of their request. It was also pointed out that~ while our teachers carry a <br /> he~vier teaching load than Norfolk an~ Ne~ort News teachers~ the salary schedule for teachers <br /> in Portsmouth is lower than that of either Norfolk or Newport News. <br /> kq~ile we have submitted our regular budget for the first six months <br /> of 19~l~ we trust that in considering salary increases for other City emoloyees~ that you also <br /> will give consideration to increases for school personnel. I em inclosing a salary survey of <br /> the Portsmouth Public Schools~ as requested. <br /> With best wishes~ t am." <br /> <br /> Motion of Mr. Howard to refer to the Budget Conference~was adopted. <br /> The following letter from the Chamber of Commerce was read: <br /> <br /> "In ~ccordance with action taken by the Board of Directors of the <br /> Portsmouth Chamber of Commerce, at their regular meeting held on Tuesday~ 0ctbber 2Wth~ at th~ <br /> Portsmouth Hotel~ I am pleased to ~dvise you.~ as President of that organization~ that the <br /> Board unanimously placed itself on record advocating the removal of: <br /> (1) Confederate monument on Court St.~ im~nediately <br /> north of High Street. <br /> (2) The removal of the Portsmouth and Norfolk County <br /> public buildings st High and Court Streets to <br /> more suitable locations. <br /> The Chamber of Commerce of Portsmouth represents hundreds of busines: <br /> ~nd orofession~l men mud women~ t~xoayers and citizens in the Greater Portsmouth Area. They <br /> wbuld be happy to learn of your coition regarding this situation and would welcome an oppor <br /> tunity to become associated with ~ou in joint action looking toward the development of this <br /> oroject.:~ The action formally taken on Tuesday with regard to the above~ came after mature <br /> deliberation on the part of the citizens whose sole purpose is dedicated to the advancenent <br /> of our civic~ social~ and economic welfare. This action was taken for the best interests of <br /> the future of the City and we believe if your body will look forward to consummating the pro- <br /> jects carried in our first paragr~ph~ considerable benefit will accrue to our citizens in fu- <br /> ture years. <br /> In the judgment of some thoughtful and intelligent men~ the Confeder- <br /> ate Monument presents a ~affic hazard. Passenger traffic in the Commonwealth of Virginia has <br /> increased i.n the last decade~ according to the Highway DeDartment~ approximately 62% and the <br /> truck traffmc sporoximately 200%. From best informed s ources~ there will continue to be a <br /> traffic increase. <br /> Regarding the removal of the Portsmouth and NorPolk County public <br /> buildings~ our Directors were of the firm belief that this Number One business spot in our <br /> City could be ~sed ~s a business location resulting in a permanent t~ income to the City and <br /> further~ the sale of these oroperties would be profmtab e to the City at the present time. <br /> Rs-mentioned previously in this communiCation~ the Chamber stands <br /> ready to join with officials of the City of Portsmouth aud the officials of Norfolk County in <br /> the relocation of the ~bove-mentioned buildings aud monument. We offer our services to you in <br /> this connection. Sincerely yours~ <br /> <br />Commerce stating that <br />read: <br /> <br /> So! Fass~ President." <br /> <br /> Motion of Mr. Howard that the City Manager reply to the Chamber of <br />the matters would be considered in the near future~ was adopted. <br /> <br /> The following letter from the Compensation Board in Richmond~ was <br /> <br /> "0n October 17th~ t9[O~ the Compensation Board conferred with the <br />the Officers and Directors of the Virginia Rssociation of Sheriffs and Sergeants at which <br />coherence the Compensation Board oointed out to these officers the substantial savings which <br />could be effected by ~ plan such as we outline below~ There was unanimous agreement among <br />these officers ~hat the plan would be fully ~ceeptable to them and ~etter service would re- <br />sult and subst~mtial savings wo~ald accrue to the taxpayers. In each of the counties of llbe- <br />mar!e and Roanoke the county furnishes automobiles to the sheriff and his fulltime deputies. <br /> ~ h <br />Exoerience in e=c_ of those counties has demonstrated tgaat county-owned cars can be operated <br /> ~t-far less per mile them the six cents now being paid. <br /> <br />C <br /> <br /> <br />
