227 November 14th, Motion of Mr. Howard to refer to the Budget Committee was adopted, 9th - "I ,am submitting herewith a letter f~om the League of Virginia Municipalities concerning the annexation hearing to be held in ~lchmond on November l~th~19~O. Motion of Mr. Howard that the City Manager be authorized to attend the meeting~ w~s adopted. Motion of Mr. Houghton to suspend the rules to hear ~ delegation from the Oregon ~cres Civic Club~ was adopted. Mr. S. R. Tarkenton spoke in regard to the opening of Washiugton Avenue in Oregon ~cres~ the removal of the horse stables on the Airline Boulevard and the elimination of the dog nuisance in that vicinity and requested that the City take some action in these ters. - Motion of Mr. Houghton that the City Manager end City Attorney investi the conditions ~garding horse stables and dog nuisance and report back to the City Council~was adopted. Motion of M~. Weiseman to go into the election of a Councilman to serve a~ T~ayor in place of the Hon. Leslie T. Fox~ deceaSed~ wqs adopted. . mous~ was adopted. Mr. Houghton nom'!n~ted~ Mr. F. A. Duke for Mayor. Mr. S~urtevant nominated Mr. H.E. Weiseman. Motion of Mr. Grimes to close the nominations was adopted. Vote being taken~ Mr. Duke was elected Mayor and by the following vote: For ¥~r. On motion of Mr. Houghton, seconded by M~. The following letter from the City Attorney was read: "I ~ in receiot of a letter from Richard B. Ketlam~ Attorney~ and a prooos~ bill of complaint on behalf of the H~pton Roads Sanitation District Commission, which it ~ro- ooses to file in the Circuit Court of the City of Portsmouth~ asking for a delc~ratory judg- lm~nt. ~dete~mi~e the rights of the Commissio~ in t~e territory annexed to the City J~nuary s~ ±?*o: an? c±a$ming that it has exclusive ~risdmction to serve the te~ritory~ and~gurther to determine mrs right to sell to the City its trunk line and pumping statmon located in the territory. M~. Kellam requests that I join in the suit by filing an answer on behalf of the City. As the matter is of great interest to the City, I do not feel at liberty to join in the suit unless authorized so to do by your body."
