Vice President Wilson in the ~ Minutes of regular meeting held on October 2~th: 1950 were read and The following reports from the City Manager were read: 1st - "I submit herewith a copy of e contract for engineering servic~ between the City of Portsmouth~ Virginia: and the firm of Greeley and Hansen~ and recommend that the City Manager be authorized and directed to execute the contract on behalf of the Cit of Portsmouth and that the Clerk attest the same ~nd affix the seal of the City thereto." Moti°n of lat. Houghton that the City M~nager be authorized to sign the contract ~nd that the City Clerk attest the same~ affixing the seal of the City:was adopte 2nd - "I am submitting herewith a copy of deed and dedication cover- ing a certain water main lying within Williams Court: Project VA ~408% and recommend that the City Manager be authorized and directed to execute the deed on behalf of the City of Portsmout] and that the City Clerk attest s~e and affix the seal thereto." Motion of ~r. How~d that the City M~ager be authorized to sign the deed and that the City Clerk attest the same~ affixing the seal of the City: was adopted~ and by the following vote: Ayes: Bilisoly~ Duke~ Grimes: Houghtoh: Howard~ Smith: Sturtevant~ Warren~ Weiseman: Wilson Na~_ ~rs : None 3rd - ~'I am s~ubmitting herewith bids for the printip~ and binding of a City Code for the City of Portsmouth~ Virginia~ and recommend that the contract be awarded t~ Printcraft Press~ Inc.: of the City of Portsmouth: as their bid was the lowest submitted." Motion of Mr. Bilisoly to accept the low bid was adopted. ~th - "I am submitting the attached letters concernimg the parking area adjacent to the Naval Hospital a~d I recommend that the area adjacent to the NaVal Hospi- tal fence be designated as a parking area rather than to be used for sidewalk purposes." MOtibn of ~. Smith that the area adjacent to the Naval Hospital~ along Park Avenue:be designated as a "ps, king area" was adopted~_ 5th - ,,Representatives from the several cities and cou~uties in the Tidewater area met in the Council Chamber at Portsmouth: Va,: on Thnrsday~ November 9th:1950: with Mr. J.H. Wyse: State Defense Co-Ordinator and ¥~. Wyse recommended that a regional Defens~ Council be organmze · M~r. Wyse also suggested that this matter should be submitted ~ their approval, i there- to the respective Councils and Board of Suoervisors in the ~rea for ~ fore recommend that Portsmouth join with t~e other communities in forming a regional Defense Motion of Managerwas adopted. 6th - "I 5~. I requested that the price be ascertained for the m~e and found that the m~ximum orice offered was ~0.00. I therefore recommend that the sale of the mule be confirmed for t~is amount." Motion of Mr. Bilisoly to concur in the recommendation of the City ~nager was adooted. 8th - "I submit herewith the official salary and e~r_0ense request forms submitted by the City Sergeant~ Commissioner of the Revenue and Commonwealth Attorney~ for your consideration."
