23 I Motion of Mr. Sturtevant to refer to the City Manager~ was adopted. The City Attorney presented the following resolution: "Be it Resolved by the Council of the City of Portsmouth~ Virginia: that the resolution adooted on Aoril 12th~ 1949 and the resolution adopted on June 27th~ 19~0~ in re~tion to the Douglas Pa~k Hous- ing units be and the sanme are re-affirmed and that no object,on is offered to~ ~nd the Federal Public Housing Administration is hereby requested to classify the housing units of Douglas Park as permanent housing." lng vote: On motion ~ Mr. Howard~ said resolution was adopted and by the follow- Ayes Nays Duke~ Biliso!y~ Grimes: Howard: Houghton: Smith~ Sturtevant~ Warren~ Weiseman~ Wilson None The City Attorney presented the following resolution: "Be it Resolved by the Council of the City of Portsmouth~ Virginia~ that the City Attorney is hereby directed t o notify the Federal Public Housing Administration that the City of Portsmouth interposes no objection to and requests that the Housing units of Alexander Park be classified as permanent housing~ and that the prooertybe ~not sold or disposed of without notice to the City of Portsmouth." lng vote: On motion of Mr. Grimes~ said resolution was adopted and by the follow- Ayes - Nays Duke~ Bilisoly~ Grimes~ Howard~ Houghton~ Smith~ Stu~tev~ut~ Warren~ Weiseman~ Wilson None The following letter from the City ~ttorney was read: "There is pending in the Circuit Co-mrt of the City of Portsmouth a suit against the City and George T.McLean Industiies~ Inc.~ instituted by Mrs. Crittendon for in - juries received by her on th& sidewalk on the west side of Crawford Street: near South St. She is asking damages in the sum of Five Thousand Dollars. The plaintiff in the suit has of- feted to settle the claim for Five Hundred Dollars which she claims for medical and hospital attention and time lost as a practical nurse. She suffered a broken bone in her wrist: end claims she is still unable to ~se her hand. The other defendant has agreed to pay Two H~dre and Fifty Dollars~ provided the City will pay an equal amount. ~I recommend the payment of Htmdred and Fifty Dollars in settlement of the City's liability." Motion of Mr. Weiseman to appropriate $2~O.00 for said purpose~ was adopted~ and by the following vote: Ayes - Duke~ Bilisoly~ Grimes~ Howard~ Houghton~ Smith~ Sturtevant~ Warren~ Wemseman~ Wilson Nays - None An ~oproprmatmon of $~5l+.~0 to pay hospital bill for medically indi- gent~ olaced on its first reading at last meeting~ was taken uo. adopted. Motion of M~. Houghton to appropriate $~y51+.~0 for said purpose~ ~s ~he following petition was read: "We~ the undersigned~ who ooerate businesses in the 3200 block of High Street~ Portsmouth~ Va.~ respectfully request that an opening be made in the isla~d~ w~ich is in the center of High St.~ to allow turning and crossing of vehicles in this are~. This island runs from the beginning of the 3200 block into the 3400 block~ a distance of ~pproximately 600 feet~ without an opening. This necessitates our patron driving this distance to possibly make a turn or cross over. We~find that this inconvenience does affect our business adversely. Your favorable consideration of this matter will ~ great 'ly.appreciated. Jerome P.Carr~ and numerous others." On motion filed. The following letter from Mrs. C.A. Bailey was read: "This is to certify that on the !st day of November~ 19~0~ stray dogs killed 22 chickens belonging to me~ wexghing ~ !bs. each and v~!ue of same at 3~ cents per lb. for 121 tbs~ $42.3~.'~ Motion of Mr. Warren that the City Treasurer be mns~ucted to pay said bill from funds in her hands from collection of Dog Taxes~ was adopted.
