059 <br /> February. 25, 1997 <br /> <br />· The Department of Criminal Justice Services (DCJS) awarded the City of <br /> Portsmouth $44,910 in order to fund a project which will allow the Records Unit of <br /> the Police Department to purchase several computers and peripherals. <br /> <br /> This grant will provide for the purchase of a network server, 1 scanner, 1 <br /> scanning station, 7 terminals, and associated software. This equipment will <br /> comply with the new State mandates and will facilitate the transition to a <br /> papedess office environment. <br /> <br />· These purchases will be the first in a series of steps designed to bring the <br /> Records Unit into compliance with the new State-mandated Incident Based <br /> Reporting System (IBRS). <br /> <br /> · This award will help subsidize the cost of a system which must be purchased at <br /> full cost given the deadline set by the State for full implementation of IBRS. <br /> <br />· This program has been reviewed and endorsed by Computer Services for <br /> technical applicability and content. <br /> <br /> Financial Impact: ~ <br /> <br />· Computer Services had already anticipated the need to replace obsolete <br /> equipment and acquire new technology, so the funds had already been set aside <br /> as part of the capital expenditures line for that Department. <br /> <br />· This grant will help subsidize those expenditures, effectively saving the City <br /> $22,455. <br /> <br />· The matching ratios are 50~50 with both the State and the City providing $22,455 <br /> for a total program budget of $44,910. <br /> <br /> Motion by Mr. Clemons. and seconded by Mr. Griffin, to transfer $44,910 for <br />the Police Department Records Automation Grant, and was adopted by the following <br />vote: <br /> <br />Ayes: Benn. Clemons, Griffin, Martin, Robinett, Holley <br /> Nays: None <br /> <br />97 - 58 - Motion to transfer $13 738 from the Grants Contingency Account for a <br />Delinquency and Violence Prevention Program in Portsmouth <br /> <br />Recommendation: <br /> <br />· Motion to transfer $13.738 from the Grants Contingency Account. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth's Portsmouth Interagency Network (PIN) has received a <br /> grant from the Department of Criminal Justice Services. <br /> <br />· The funds will be used to involve students in developing solution-based media <br /> coverage about the consequences of crime. <br /> <br />· The funds will also provide training for front-line workers in identification of <br /> available community resources. <br /> <br />Financial Impact: <br />· Department of Criminal Justice Services - Award = $13,738 <br /> <br />· City agencies and school system - In~kind services = $22.353 <br /> Total = $45,091 <br /> <br /> <br />
