February. 25. 1997 <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to transfer $13,738 for a <br />Delinquency and Violence Prevention Program, and was adopted by the following <br />vote: ~ <br /> <br />Ayes: Benn, Clemons, Griffin, Martin; Robinett, Holley <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br />97 - 59 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />97 - 60 - Items Submitted by Council Members <br /> <br />There were no items submitted. <br /> <br />97 - 61 - Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on her dissatisfaction with the meeting <br />involving EPA on February 19, 1997. <br /> <br />2. Rev. James Griffin, 1528 Maple Avenue, spoke on his dissatisfaction with <br />Portsmouth Community Development Group and the necessary street repairs in the <br />Prentis Place neighborhood. <br /> <br />3. Gus Bryan; 213 Mohican Drive, spoke on various concerns pertaining to the <br />Showcase Nightclub on Airline Boulevard. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to go into Executive <br />Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the <br />following: <br /> <br /> (1) Discussion or consideration of specific legal matters requiring the <br />provision of legal advice by counsel, as permitted by Subsection (A)(7). <br /> <br />The motion was adopted by a vote of 5-0 (Absent: Clemons, Pitts). <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, pursuant to Section 2.1- <br />344.1 of the Code of Virginia certifying that to the best of the Council member's <br />knowledge during the immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br /> (2) OnlY such public business matters as were identified in the motion by <br />which the Executive Session was convened, were heard discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unaqimous vote, <br />On motion meeting adjourned 8:16 p.m. <br /> <br />APPROVED- <br /> <br />Dr. James W.
