Februa_.nL~25 1997 <br /> <br />· Grant funds will be provided with a 50% local match requirement. Grants cannot <br /> exceed $100,000 per locality. We are applying for the maximum allowable <br /> amount. However, the funding is awarded on a very competitive basis. Twelve <br /> (12) communities are eligible 5o apply. There is a total amount of $500,000.to be <br /> awarded. <br /> <br />· If the grant is awarded to the City, the funds will be targeted in "hot spots" in the <br /> Brighton and Prentis Park neighborhoods. <br /> <br />· The civic league is aware of the proposed demolitions, and they are supportive of <br /> the project. <br /> <br />· 'There is an accumulated backlog of approximately 43 structures qualifying for <br /> demolition in the neighborhood. <br /> <br />Financial Impact: <br /> <br />· The grant would be matched with money already appropriated for demolition from <br /> the City's 1997 Community Development Block Grant Funds. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AND <br />SUBMIT AN APPLICATION AND OTHER DOCUMENTS NECESSARY TO OBTAIN <br />AN ABANDONED HOUSING CLEARANCE FUND GRANT. <br /> <br /> WHEREAS, there is a need to acquire, demolish and clear the City of <br />abandoned housing and to eliminate its threat to the health, safety and welfare of <br />the citizens of the City of Portsmouth, and <br /> <br /> WHEREAS, there are grants available to localities through the Abandoned <br />Housing Clearance Fund, which is administered by the Virginia Department of <br />Housing and Community Development, and <br /> <br /> WHEREAS, in order to obtain such grants, it is necessary for the City to make <br />application for such grants. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to <br />execute an application form and such other documents as may be necessary to <br />apply for an Abandoned Housing Clearance Grant through the Virginia Department <br />of Housing and Community Development, and by this resolution, the City of <br />Portsmouth, Virginia, is certified and designated by the Council of the City of <br />Portsmouth, Virginia, to be the applicant for such funds." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Robinett, Holley <br />Nays: None <br /> <br />97 - 57 - Motion to transfer $44,910 from the Grants Contingency Account to <br />purchase new technology for the Records Unit of the Police Department. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $44,910 from the Grants Contingency Account <br /> for the Police Department Records Automation Grant. <br /> <br />Pur ose and Need: <br /> <br />The Records unit of the Police Department is the unit responsible for collecting, <br />storing, and managing all police-generated reports. This is a high-volume task <br />which is currently done mostly manually. <br /> <br /> <br />
