February 25, 1997 <br /> <br />RecommendatiOn: <br /> <br />Ordinance to permit Police Officers and Deputy Sheriffs to engage in off-duty <br />employment which may occasionally require the use of police powers and <br />authorizing the issuance of rules and regulations to govern such off-duty <br />employment, activities, and services as may be established by the Chief of <br />Police. <br /> <br />Purpose and need: <br /> <br />Off-duty police and off-duty Sheriff's deputies have traditionally been allowed to <br />work as private security guards. State law ( Va. Code Section 15.1-133.1) <br />provides that a local governing body should approve first such off-duty <br />employment. <br /> <br />· City Council has provided this authorization for deputies, but not for police <br /> officers. This ordinance would provide the needed authorization. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO PERMIT POLICE OFFICERS AND DEPUTY <br />SHERIFFS TO ENGAGE IN OFF-DUTY EMPLOYMENT WHICH MAY <br />OCCASIONALLY REQUIRE THE USE OF POLICE POWERS AND AUTHORIZING <br />THE ISSUANCE OF RULES AND REGULATIONS TO GOVERN SUCH OFF-DUTY <br />EMPLOYMENT, ACTIVITIES, AND SERVICES." <br /> <br />Ayes: Berm, Clemons, Griffin, Martin, Robinett, Holley <br />Nays: None <br /> <br />057 <br /> <br />97 - 56 - Resolution authorizing the City Manager to submit a Commonwealth of <br />Virginia Abandoned Housing Clearance Fund Grant Application and sign all <br />necessary documents. <br /> <br />Recommendation: <br /> <br />· Approval of a resolution authorizing the City Manager to submit a grant <br /> application on behalf of the City of Portsmouth and s~gn all necessary documents. <br /> <br />Purpose and Need: <br /> <br />The grant application must be submitted with a resolution from the City Council <br />certifying the organization that is applying for the grant, and authorizing the <br />application for Abandoned Housing Clearance Funds for the identified targets <br />areas. <br /> <br />This new Commonwealth of Virginia competitive application program provides <br />funds to assist those cities with a population of 50,000 or greater financial <br />assistance for acquisition, demolition, and or clearance of abandoned housing. <br /> <br />If the grant is awarded, the Planning Director and the Portsmouth Redevelopment <br />and Housing Authority propose to offset some of the costs associated with the <br />acquisition, demolition, and/or clearance of abandoned housing. <br /> <br /> <br />
