I recommend that the City Attorney be instructed to prepare the proper ordinances for a referendum on a bond issue to provide funds for the construction of the sewers? Motion of Mr. Houghton to concur in the recommendation of the City Manager, was adopted. 6th - "I recommend that an appropriation in the amount of $4000.00 be olaced on its first reading, to defray the City's share of the cost of Civilian Defense in the South-Hampton Ro4ds Regional Defense Council and for incidental expenses of the local Council for the fiscal year ending June 30, 1951." Motion of F~r. ~eiseman to place an appropriation of $1,O00.00 for said purpose, on its first reading, was adopted. 7th - "I submit herewith a letter from the Elizabeth Hirer Tunnel Comn~ission and I recommend that the Council concur an their reouest to close Court Street for the purpose of constructing the tunnel in accordance with their proposed plan for diverting traffic during construction.a ~ Motion of Mr. Howard to lay on the table was adopted. 8th - "Ln order to correct an error~ I recommend that a Resolution adopted by the Coun- cil on October 2~th~ 1950, authorizing the City Manager and Czty Clerk to execute sn agreement b&tween the Sea- board ~irline Railroad Company and the ~ity, for a license to locate a water line on Columbus Avenue~ be changed to read ~to locate Columbus avenue on the property of the Railroad Company'. I am inclosing an agreement from the Seaboard Airline Railroad Company for-a li- cense to locate Columbus Avenue on the property of the said Company and recommend that the CityManager be autho- rized to sign and the City Clerk of the Council to attest and'affix the seal of the City to said instrument." Motion of Mr. Houghton that the City ManagSr be authorized ko sign said agreement and that the City Clerk be authorized to attest amd affix the seal of the City, was adopted. 9th - "I recommend that the City Couucil concur in the recommendation of G.F. Matthews~ Superintendent of the Electrical Department, for the installation of streets as listed in the attached letter." Motion of Mr. Houghton to concur in t~e recommendation of the City Manager was adopted. 10th - "I submit herewith a report of the Portsmouth Board of Public Welfare~ as pro - vided in Chapter 371, Acts of the Assenably 1950, Section 3 of said Chapter which reads as follows: 'That part of each mon~h!y report which pertains to the list of persons applying for or recei~-ing Public Assistance and the amount so received by such~ persons shall not be placed upon the minutes of the governing bodies or spread upon their official records, but shall be filed in a special book provided therefor. Such book shall not be open to pub- lic inspection and if any person wilfully discloses any information contained therein for purposes other than directly connected with the administration of the Virginia Public Welfare and Assist~uce Law, he shall be guilty of a misdemeanor and upon conviction shall be punished accordingly.' This requirement is the reason for submittLug this report in conference rather than at regular open Council meeting.'~ On motion filed. llth - "I submit herewith a tentative plan for enlarging the record room of the Hustings Court and re-arranging several of the other offices of the City Government and recommend that this plaz be approved and the ~rchitect be authorize~ to prepare workLug plans for the .improvements." Motion o~Er. H~.ard to concur in the recommendation of the City Manager was adopted. Motion of Mr. Wilson that part-time employees receive a $5.00 per month increase due to cost of living, was adopted. U~FINiSHED BUSIh~SS - An appropriatiou of $~,~9~.00 for medically indigent patients, placed on its first reading at last meeting, was taken up. the following vote: Motion of Mr. Houghton to appropriate $~,~9~.00 for said purpose was adopted, and by Ayes: D~ke, Houghton, Howard, Smith~ Sturtevant, Warren, Weiseman, Wilson Nays: None A~ appropriation of $6~,188.00 to pay City employees $~0.00 a month salary increase placed on its first reading at last meeting~ was taken up. Motion of Mr. Wilson to amend the appropriation by adding $450.00 to include a $5.00 mont~hly increase f~r police women traffic guards~ was adopted.
