247 <br /> <br />January 23~r~d~, 1951. <br /> <br />work will be completed and plans and specifications will be prepared by approximately April 1st, 1951, at which <br />time the City will be in a position to proceedwith the construction of the smuita~- sewers in the ar~uexed ter- <br />ritories. <br /> I recommend that the City Attorney be instructed to prepare the proper ordinances for <br />a referendum on a bond issue to provide funds for the construction of the sewers? <br /> <br /> Motion of Mr. Houghton to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 6th - "I recommend that an appropriation in the amount of $4000.00 be olaced on its <br />first reading, to defray the City's share of the cost of Civilian Defense in the South-Hampton Ro4ds Regional <br />Defense Council and for incidental expenses of the local Council for the fiscal year ending June 30, 1951." <br /> <br /> Motion of F~r. ~eiseman to place an appropriation of $1,O00.00 for said purpose, on its <br />first reading, was adopted. <br /> <br /> 7th - "I submit herewith a letter from the Elizabeth Hirer Tunnel Comn~ission and I <br />recommend that the Council concur an their reouest to close Court Street for the purpose of constructing the <br />tunnel in accordance with their proposed plan for diverting traffic during construction.a ~ <br /> <br />Motion of Mr. Howard to lay on the table was adopted. <br /> <br /> 8th - "Ln order to correct an error~ I recommend that a Resolution adopted by the Coun- <br />cil on October 2~th~ 1950, authorizing the City Manager and Czty Clerk to execute sn agreement b&tween the Sea- <br />board ~irline Railroad Company and the ~ity, for a license to locate a water line on Columbus Avenue~ be changed <br />to read ~to locate Columbus avenue on the property of the Railroad Company'. <br /> I am inclosing an agreement from the Seaboard Airline Railroad Company for-a li- <br />cense to locate Columbus Avenue on the property of the said Company and recommend that the CityManager be autho- <br />rized to sign and the City Clerk of the Council to attest and'affix the seal of the City to said instrument." <br /> <br /> Motion of Mr. Houghton that the City ManagSr be authorized ko sign said agreement and <br />that the City Clerk be authorized to attest amd affix the seal of the City, was adopted. <br /> <br /> 9th - "I recommend that the City Couucil concur in the recommendation of G.F. Matthews~ <br />Superintendent of the Electrical Department, for the installation of streets as listed in the attached letter." <br /> <br />Motion of Mr. Houghton to concur in t~e recommendation of the City Manager was adopted. <br /> <br /> 10th - "I submit herewith a report of the Portsmouth Board of Public Welfare~ as pro - <br />vided in Chapter 371, Acts of the Assenably 1950, Section 3 of said Chapter which reads as follows: <br /> <br /> 'That part of each mon~h!y report which pertains to the list of <br />persons applying for or recei~-ing Public Assistance and the amount <br />so received by such~ persons shall not be placed upon the minutes of the <br />governing bodies or spread upon their official records, but shall be filed <br />in a special book provided therefor. Such book shall not be open to pub- <br />lic inspection and if any person wilfully discloses any information contained <br />therein for purposes other than directly connected with the administration <br />of the Virginia Public Welfare and Assist~uce Law, he shall be guilty of a <br />misdemeanor and upon conviction shall be punished accordingly.' <br /> <br /> This requirement is the reason for submittLug this report in conference rather <br />than at regular open Council meeting.'~ <br /> <br />On motion filed. <br /> <br /> llth - "I submit herewith a tentative plan for enlarging the record room of the <br />Hustings Court and re-arranging several of the other offices of the City Government and recommend that this plaz <br />be approved and the ~rchitect be authorize~ to prepare workLug plans for the .improvements." <br /> <br /> Motion o~Er.
