<br />Minutes of the regular meeting of January 9th, 1951 were read a~ad approved.

<br />The following report from the Planning and Zoning Co~.~mission was read:

<br />"Pursuant to the provisions of the Zoning Ordinance, notice is hereby given
<br />that a public hearing ~lll be held at 7:30 P.M-., on Tuesday~ January 23rd, 1951,
<br />in the Council Chamber~ Municipal BuildLug, Portsmonth, Virginia, for the purpose
<br />of alterLug zones and reclassifying the followiug property:

<br />."The Placating and Zoning Commission, at the regular meeting held on January
<br />4th, 1951~ approved the following applications:

<br /> southeast corner of Broad and Detroit Sts., from ~o-Family
<br /> Dwelling Class C to Local Business Class F.
<br /> 2nd - W.T. Stowe~ Jr., to rezone northeast corner of Powhatan ~ve.
<br /> and Coumty Sts., Lots #22 and #2~ Block 20~ 60 x 108.5 feet,
<br /> from Single Family ~elling Class B to T~;o Family Dwelling
<br /> Class C.

<br />Application #1, was adopted.
<br />
<br /> We are herewith respectfully submitting our recommendations to you for
<br /> your consideration."

<br />Motion of M~. Howard to concur in the recommendation of the Plamuing Commission on
<br />
<br /> Motion of Y~. Houghton to concur iu the recommendation of the Pi~_uing Commission
<br />on Application #2 was adopted.
<br />
<br />The following reports from the City Ms.uager were read:
<br />
<br /> 1st ~I submit herewith a report from the Retirement Board of the City of Ports-
<br />mouth~Virginia, recommending the retirement of ~o Z.V. Edwards. I concur Lu the recommendation of the Retire-
<br />ment Board that Mr. Edwards receive fifty per cent of the basi~ pay he would receive as of January l, 1951, if
<br />he were employed at his regular job."
<br />
<br /> Motion of t;~. Howard bo concur in the recommendation of the City M~nager was
<br />adopted.
<br /> 2nd - "At the last regular meeting of the City Council, you referred to me the
<br />question of re-checking the City Budget for the fiscal year ending June 30, 1951, to ascertain if it would be
<br />possible ~o increase wages and salaries of the City employees over and above the $10,00 per month recommended
<br />by me at the last meeting which is to be paid from Revenues, estimated no ce derived from the cigarette tax.
<br /> I have re-checked every item in the Budget and I s~ of the opinion that we
<br />have nov underestimated our Revanuss, ~n fact, ~n some instances I Am of the opinion that we will not receive
<br />the full amount of the estimate and I regret that it is necessary to report that in~ opinion, there ~dll not
<br />be enough funds availgole to pay an increase over ~ud above ~lO.00 per month."

<br />On motion filed.
<br />
<br /> 3rd - ~'i submit herewith a lease in duplicate dated the 18th day of December,1950,
<br />between Samuel J. Russo and Matthew J. Russo~ lessors,and the City of Portsmouth, Virginia, tenant, for the
<br />building known as 701 Middle Street~ vo be used as an office for the City Collector, for the s~m of $225.00 per
<br />month for a two year period.
<br /> I recormnend that the Mayor be authorized and directed to execute the con -
<br />tract and that the City Clerk be authorized to attest the same and affix the City's geal thereto."
<br />
<br /> Motion of~. Sturtevant that the Mayor be authorized to sign and the City Clerk to
<br />a~test ~ud affix the seal of the City, was adopte~.
<br />
<br /> ~th - "I am submitting herewith an invoice ~n the s~ of $265.00 payable ~o Fred-
<br />erick B. Hill Company for services in co~uectionwith the audit'of the Portsmouth Transit Company.
<br /> I recommend that an appropriation in the sum of $265.00 be placed on its
<br />
<br />first read~ug."
