Februar~ lqth. l q~l. <br /> <br />On motion of Nr.Weiseman, said ordinance was adopted, and by the following vote <br /> <br /> Ayes: D~ke,Bilisoly,Grimes, Houghton, Howard, Smith,Sturtevant,Warren <br /> ~eiseman,Wilson <br /> Nays: None <br /> An appropriation of $1,000.00 to defray the expense of the City' s share of Civilian <br />Defense in the Hampton Roads Regional Defense Council, placed on its first reading at the last meeting, was taken <br />up. <br /> Motion of Mr. Howard to appropriate $1,000.00 for said purpose was adopted snd by the <br />following vote: Ayes: Duke,Bilisoly, Grimes, Houghton, Howard, Smith, Sturtevant, Warren, <br /> Weiseman, Wilson <br /> Nays: None <br /> NEW BUSINESS - <br /> The following petitiom w~s presented by the City Clerk, which petition had been <br /> and others, "For the repeal of the ordinance adopted <br /> Dec~mber 26,1950, levmng aud ~mposzug a ~ax on every sale, as definied in the ordinance~of cigarettes, etc." <br /> and stated that the sufficiency of' the petition had been determined by the Court of Hustings for the City of <br /> Portsmouth at a hearing held on February lOth, 1951, in a summary proceedings instituted by Jesse M. Stringer <br /> and Pete T. Codd. Er. Bilisoly moved, seconded by Mr. Houghton that the ordinance mentioned in the petition be <br /> reconsidered, and that the action of the City Council in the adoption of the ordinance be affirmed, and that the <br /> question of the repeal of the ordinance be submitted to the vote of the electors of the City at an election to <br /> be held on April 3, 1951, and that the Electoral Board of the City be directed to make the necessary arrangements <br /> iu the election and open a poll and' take the se~ se of the qualified ~voters of the City on the questi~ as to <br /> whether the ordinance entitled: "An Ordinance Levying and Imposing a Tax on Every Sale, as Definied in this Ordi~ <br /> nance, of Cigarettes within the City of' Portsmouth, Defining Certain Words and Phrases usedin this Ordinance, <br /> fixing the rate and Amount of Said Tax, Provid~fc~ the Payment and Collection thereof, Authorizing the City Col- <br /> lector to make Certain Rules and Regulations Regarding the A~m~nistration of this Ordinance Defining Violations <br /> of the Provisions of this Ordinanc% and Prescribing Penalties Therefor" <br /> <br />The following notice ~s read: <br /> <br />"State Corporation Commission, <br />Richmond, Va. <br /> <br />Case 10336 <br /> <br />To Hon. We are completely in accord with thi~ prsgramand urge that <br />you i~vestigate and give serious comsideration to this request as a public service to this co~m~nity.
