<br />White, Jr., President and General Manager, Norfolk & Portsmouth Belt Line Railroad, that the Portsmouth City
<br />Council at their regular meeting on October 12th, 1948: passed a resolution that the Norfolk e Portsmouth Belt I

<br />w~n emec~.ric xzasner ±mght protection. To provide ~he flagman protection at Glasgow St. fo.r the hours mentioned
<br />it is costzng us one (1) hour a.day at overtime rates f. or two men. This overtime could be eliminated by givin~
<br />a lunch hour between Noon and l:00 B.M., and between 7:00 P.M. and 8:00 P.M. We have no braiu movements over~
<br />this crossing during these times. Would it be possible to amend the resolstion or give us permission to make
<br />these changes? The crossing would still be protected from 7:00 AM. until l:00 P~ except between the hours of
<br />Noon and l:O0 PSE. and 7:00 P.M. and 8:00 P.M.

<br />valued according to Portsmouth City Market prices at 40 cents per pound, total value $26.00. Mr. Nyers, Game
<br />Warden, examined and weighed these chiCkens.

<br />Eastgr Da~n Service again this year. We would appreciate your permission for the use of City Park on Sunday,
<br />March 25th. I~ the past, the area in the immediate vicinity of the flagpole has been used and, pending your ap
<br />proval of our use of the Park, we would also appreciate having a speaker' s. platform erected and the assistance o
<br />the Police Department in the handling of vehicular traffic.- Your co,operation in past years is greatly appre-
<br />ciated." '

<br />The following l~tter from the Portsmouth Cab Company was read and on motion of
<br />City Manager:

<br /> "The undersigned, J.H.Nhite and E.L. Baker, trading as the Portsmouth Cab Company of
<br />this City, respectfully request ~er~ission from your Honorable Body for a license and franchise for a Cab-O-
<br />Lance for use of the public in this City, the same to be maintained upon a twenty-fo~r hour basis subject to
<br />call for hire for the public that is in need of this service. It is ~ur desire to establish one Cab-O-Lance
<br />at the present time, with the permission requested from you to establish another if and when the need for
<br />this service may require. For the information of the Council, maywe state that there is no s.mbulance service
<br />maintained in the City of Portsmouth, and when one is needed, it is necessary to call the ambulance maintained
<br />by the Co~uty or such emergency service as may he furnished by the Police Department of our City.
<br /> The cost to us to maintain this service will be considerable, and we trust that you
<br />will give this matter your prompt consideration and approval.

<br /> Motion of Nr. Fonghton to suspend the rules to hear James Overton, who presented the
<br />following petition, was adopted:

<br /> ~We, the umdersigued petitioners of the City of Portsmouth,Virginia, hereby petition
<br />the City Council of the City of Portsmouth, Virginia, for the uninhibited use of the Glensheallah and the City
<br />Park Golf courses located in the City of Portsmouth, Va., and owned and operated by the municipal government of
<br />the City of Portsmouth.
<br /> Ne are citizens of the City of Portsmouth and feel entitled to the full time use of
<br />the said golf courses and we, therefore, make this ~etition for the facilities and accommodationa as to golf.
<br /> We are members of the Negro race and taxpayers and, therefore, feel entitled to
<br />share in the be~fi~s and opportunities afforde~ other taxpayers s~m~larly situated.
