<br /> "At a meeting of the Board of Directors of the Foundation Boys' Club, Middle and Bart
<br />Streets, held last evening, detailed discussion was entered into w~ith reference to the physical connections be-
<br />tween the Club Building and the recreation field a~d playgrounds - including s~ pool - that will he located
<br />in an area involving Tunnel and Seaboard Airline Railroad properties extending from Bart St. to the railroad, and
<br />e~ending westward to Court St.
<br /> The field will be protected by a proper steel fence enclosure which the Foundation
<br />purposes to erect, but ingress and egress will be through am entrance on Bart St., directly opposite the entrance
<br />to athletic room of the Club Building. The same w~1t hold true for the building, traffic to shower and locker
<br />rooms passing through the Bart St. entrance. This, as can readily be seen, presents a hazard to life and limb
<br />for the boys of the City using the Club facilities that are at once challenging, and should be obviated if feasi-
<br />ble. A resolution was proposed and adapted by the Board of Directors of the Boys' Club that
<br />the City Council be respectfully petitioned to close B~rt St. to traffic from Middle St., (its beginning) to Court
<br />St. in the interest of public safety, and as a protective measure for patrons of the Club~ Further, that the Sec-
<br />retary com~mu~icate their petition and recommendation to the City Council~for its infon~tion and careful consi -
<br />deration. With assurances of the Board's grateful appreciation for past hetDful courtesies, and
<br /> for the co-operation it feels sure of obtaining in any attempts at civic advancement, I am,

<br /> Motion of ~r. Howard to refer to the Planning Commission and the Committee appointed
<br />to study approaches to the tunnel, was adopted.
<br /> 14th - ""I submit herewith a letter from A.R. Brinkley, Superintendent of the Atlantic
<br />Coast Line Railroad Company. conceruing the discontinuance of the use of watchmen at Chautauqua Ave., Broad St.
<br />and Mt. Vernon Ave., when flashing light signals have been put into operation and I recommend that the following
<br />Resolution be adopted:
<br /> 'Whereas, the Atlantic C~ast Line Railroad Company is having installed flashing
<br /> light signals at the intersections of Chautauqua Ave., Broad St., and Mt. Vernon
<br /> AYe.~ with the said Railroad Company's tracks, and
<br /> Whereas, there is maintained at the present time a watchman at each of the above
<br /> c rcs sings ·
<br /> Now, Therefore, Be it Resolved, that the City Council concur in the request of the
<br /> Railroad Company to discontinue the use of watchmen at Chautauqua Ave., Broad St.,
<br /> and Mt. Vernon Ave., when the flashing light signals have been put into operatmon.
<br /> Om motion of Mr. Howard the resolution was adopted with the request that the Atlantic
<br /> Co,st Line Railroad provide employment for the workmen being replaced by automatic signals.

<br /> Portsmouth, Virginia, the sum of Fifty Thousand Dollars ($50,000.00), in anti-

<br /> 1951; that the proper officers be authorized to m~ke a note or notes maturing
<br /> at any tim~_ prior to December 31st, 1951, and t~e revenues of the City for the
<br /> current year are pledged to the repayment cf s~ch borrowing.

<br /> Resolved that the City of Portsmouth borrow frma the Merchants and Farmers B~nk
<br /> Portsmouth, 'Virginia~ the sum cf Fifty Thousand Dollars ($50,000.00), in antici-
<br /> pation of the collection of the revenues of the City for the calendar year 1951;
<br /> that the proper officers be authorized to make a note or notes maturie~ at any
<br /> time prior to December 31st, 1951; and the revenues of the City for the current
<br /> year are pledged to the repayment of such borrowing.

<br /> Portsmouth,Virginia, the snm of Fifty Thousand Dollars ($50,000.00), in antici-

<br /> time prior to December 31st,1951, and the revenues of the City for the current
<br /> year are pledged to the repayment of such borrowing.

<br /> mouth· Virginia, the sum of Fifty Thousand Dollars, ($50,000.00), in anticipa-
<br /> ticu of the collection Of the revenues of the City for the calendar year 1951;
<br /> that the proper officers be authorized to make a note or notes m~turing at any
<br /> time prior to December 31st, 1951, and the revenues of the City for the c~rent
<br /> year are pledged to the repayment of such borrowing.

<br /> On motion of Mr. Grimes, said resolutions were adopted.

<br />tion whereby Post ~11 Veterans Of Foreign ~ars may come into possession of the above-mentioned lots· was adopte¢

<br />tions to be brought forward to cover purchases made in the 1950 Budget but not paid for and items that have ac-
<br />cumulated over a period of years ~o be charged off the accounts payable General F~nd and special appropriations
<br />made in 1950 but not expended. These are matters in confvrmity with our new accounting system and I recommend
<br />that you concur, in the Auditor's request."
