State Corporation Commission, Richmond, Va." On motion filed. 7th - "I submit herewith a letter from the Norfoik Junio~ Chamber of Commerce for your consideration. The letter is in regard to a resolution adopted by that organization, opposing the abandonment by the Chesapeake and Ohio Railway Company of its ferry transfer service between Norfolk and Newport News. ~' On motion filed. 8th - "I submit herewith a letter from Mr.A.R. Hanson,Director, Richmond Field Office, con - corning Housing Proje?t VA 4~182 and VA ~2~183. ~ On motion filed. 9th - "t am submitting herewith a letter from Mr. Frank Mamtz, Nanaging- Director of the Portsmouth Chamber of Commerce concemLng the appointment of an Executive Committee to conduct and direct the affair~ of the Bi-Centennial for the year 1952. This is submitted for your consideration." Attached - "At the direction of the Bi-Centennial Committee and by unanimous approval from that body, the undersigned was directed to comammicate with you and state that certain names have been approved unanimously by the General Committee, to act as an executive Committee to ~conduct and direct the affairs of the great cel- ebration to be held in 1952. The reasoning of the General Committee was that appointment of such committee will greatly facilitate and simplify work in connection with an adequate celebration next year. The following members were suggested with the understanding of course, that the City Council could add to this committee, if in their Judgment they thought such action was necessary. Nayor Fred A. Vass." Notion of Er. Houghton that' the Council appoint the committee suggested by Mr. Mantz of the Chamber of Commerce, and that Nr. Weiseman~ s name be added to the Committee, ~ras adopted. 10th - "I submit herewith a letter from the Portsmouth Dental Society for your considera- tion. There is ~also attached a letter from the Director of Pablic Sea,ice of the Polygon Club concerning the same matter." Notion of Mr. Houghton to refer to the City Manager, City Attorney,Director of Public Health and Superintendent of Water Department, was adopted. llth - "I submit herewith a resolution concerning the application to the State Board of Education for S.chool constrmction funds and I recommend its adoption." Resolution - "Resolved that application of the City School Board of the City of Portsmouth, Virginia, to the State Board of Education for$~86,35~.32 from the School Constr~¢tion Fund is hereby approved. The Council of said City has-orwttl provide suffi- cient funds through cash appropriations and/or levy to complete this project. If the School Board has sufficient f~ads on hand to complete the prcject, permission is herabygranted for the use of said funds for the purpose designated in the application." On motion of Mr. Weiseman, the resolution was adopted. 12th- "I recommend that the following resolution be adopted: 'Whereas, the Portsmouth School Board is filing an application with the Ubited States of America for am advance to provide for the advance plato - ning of non-Federal public works under %he" terms of Public Law 352, Slst Congress of the Uni~Md' State~, approved October 13, 19~9 for funds to be used for making plans fo~ a new High School Building to be located within the City limits~of the City of Portsmouth, Virginia, and Whereas, that if such an advance be made the City of Portsmouth, Virg4n~a shall provide or make necessary arrangements to provide such funds in ad- dition to the advance as may be req,,fwed to defray the cost of such action preliminary to the construction of the public work, and Whereas, the City Council of the City of Portsmouth,Virginia is the taxing authority for raising revenue for the operation of said City, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the Coumcil concur in the action of the School Board.in filing said ap - plication' On motion of Nr.
