<br />waterfront for renting kayaks and locker space was referred to the City Attorney and City Manager for a report.
<br /> ~e are of the opinion that the City Park should not be commercialized and that
<br />any structures erected thereon would be unsightly and that the use of the kayaks would be hazardous and should
<br />not be participated in by the City. We therefore do not recommend the granting of the permit."

<br /> 6th - "The po~tice are continuously receiving requests for copies of police records. It
<br />requires most of the time of one clerk to prepare these records.
<br /> I recommend that the City Manager be authorized ~nd directed to fix a fee of $1.00
<br />for each police record furnished, said fee to be paid upon delivery of the record and that the Chief of Police
<br />turn over to the City Collector'all fees collected as often as the City Manager may direct."

<br /> 9th - "The petition to have the Circuit Court room air-conditioned was referred to me.
<br /> I have investigated the cost of air-conditioning the court room and find that it
<br />will cost between $~,000.00 and $4,500,00 for the court room and for the o£ftoes of the City Manager and City
<br />Clerk between $5,000.00 and $5,500.00.
<br /> This is for your information. If it is the desire of the City Council to pro -
<br />coed with the project, I will be very glad to secure formal bids."

<br /> 10th - "I submit herewith a letter to which is attached a check in the sum of $250.00 pay-
<br />able to A.E. Parker, City Collector, for taxes on certain properties within the City. It is my understanding
<br />that the taxes ~were erroneously assessed and that unless we accept the attached check in payment in full of the
<br />taxes, legally we could only collect for three years back taxes on the properSy.
<br /> I therefore recommend that the check be accepted, in /~tll payment of the taxes."

<br /> "In accordance with oar telephone conversation of this morning, I am inclosing herewith
<br />m~ check in the amount of $250. as p~yment in full of the tases assessed against Charles L. ~illiams, lots 326
<br />and 32~ on the plat ~of Port Norfolk Investment Company, which said lots are located on the east side of Vermont
<br />Avenue. It is my understanding that this amount will be accepted as payment ~n full of all taxes assessed
<br />against this property up through the year 1950.
<br /> This property was conveyed to J. Fenton Drake for life, with remainder in fee simple
<br />to Annie Lorraine Drake, Fe~ton, Junius Drake, Norman Ellsworth Drake and Evelyn Beatrice Drake, by deed of John
<br />t/. Rhodes et ux, dated 19 October 1922, and recorded in the Clerk's office of the Court of Hustings of the City
<br />of Portsmouth, Virginia, in Deed Beck 88-A, page 676. The said J. Fenton Drake conveyed his life estate to
<br />L. Williams, and since 193~,' this property has been assessed in the name of Chas. I~) Williams. J. Fenton Drake
<br />died in Nay 1932, and as a result, the estate of Chas. L. ~illiame ceased ~s of the date of the death of
<br />Drake, and since ' Hay 1932, the property has belonged in fee simple to Annie Lorraine Drake, Fenton Junius Drake
<br />Norman Ellswor~h Drake and Evelyn Beatrice Drake.
<br /> These persons have c~mv~eyed the fee simpl~ interest in this proper~y to Earl L. Hunter
<br />and Callie L. Hunter by deed dated 2 February 1951, and future assessments of this property should be in their
<br />name. Please send me the receipts for these taxes when they have been ma~rked "paid" and removed from the books
