07,t <br /> <br />March 11. 1997 <br /> <br /> WHEREAS, Michael C. Anderson and Theresa L. Anderson have made. <br />application to vacate, close and discontinue the hereinafter described portion of <br />alley, and it appearing that Notice of Application and Request for an appointment of <br />viewers has been advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that Vincent T. Cherry, Albert J. Carr and Martha Glover be <br />appointed viewers and that Otis Eugene Baldwin, John H. Mason, Jr. and Allen <br />Bynum, III, be appointed alternate viewers in the event one of the preceding viewers <br />fail to participate, said viewers to view the hereinafter described alley, and report to <br />this Council whether in their opinion, if any, and if any, what inconvenience would <br />result in vacating and closing the following: <br /> <br />All that certain alley, lying n the City of Portsmouth Virginia, and <br />described as follows, to-wit: Beginning at a point on the south side of <br />Hartford Street (formerly Sixth Street) 100.00 feet west of Cambridge <br />Avenue (formerly Cambridge Street) and from said point of beginning <br />running in a southerly direction along the west side of Lots 563 through <br />567 as shown on the plat of l~he Port Norfolk Investment Co., which <br />plat is recorded in the Clerk's Office of the Circuit Court of the City of <br />Chesapeake, Virginia. in Map book 9, page 15, a distance of 125.00 <br />feet to the southwest corner of said Lot 567 as shown on said plat; <br />thence running in a westerly direction across a 10.00 foot alley shown <br />on sa~d plat to the southeast corner of Lot 596 as shown on said plat; <br />thence tuming and running north along the east side of Lots 596 <br />through 600 a distance of 125.00 feet to the south side of <br />Hartford Street; thence turning and running east along the south side <br />of Hartford Street to the point of beginning; said parcel of land being a <br />portion of the 10 foot alley shown on said plat and also shown on that <br />certain survey entitled "Physical Survey of Lots 563 through 567 and <br />Lots 595 through 600, The Port Norfolk Investment Co., Portsmouth, <br />Virginia" dated September 15. 1993, and attached .hereto." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Holley <br />Nays: None <br /> <br />97 - 76 - <br /> <br />Resolution authorizing the City Manager to convey properties in the <br />Riddick-Weaver School area to the Portsmouth Redevelopment and <br />Housing Authority. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey properties in the <br /> old Riddick-Weaver School area to PRHA. <br /> <br />Purpose and Need: <br /> <br />· The conveyance of these former school properties and City property is necessary <br /> to the Ida Barbour Redevelopment Project as envisioned under the 2005 Plan. <br /> <br />· The School Board concurs with this disposition of the property. <br /> <br />Financial Impact: <br /> <br />· Will provide new taxable properties to the city tax rolls and provide affordable <br /> housing to those citizens in need of such housing. <br /> <br /> <br />
