<br />authorizing the issuance of One Hundred Sixty-six thousand dollars of bonds of the City of Portsmouth, Virginia,
<br />to be known ss Sanitary Sewer Bonds.
<br /> These bonds were never issued and I recom~ end that the attached ordinance be
<br />placed on its first reading since we do not desire to issue the bonds~.~~
