October ~, 1951.

Mot&on of Mr. Grimes that the Treasurer be authorize~ tep~ said bill from funds in her
hands from the collection of Dog Taxes, was adopted.

The City Clerk presented the fei!owing letter:

"Your viewers have made a very careful study and s~rvey on what would happen in the c!os-
lng of Dinwiddie Street, by the City of Portsmouth, to comply with the request made by the Elizabeth River
riel Commission. We find that if this street were closed, it would leave onlytwo passages to the southside
Portsmouth residents, n~m~ly Crawford and Court Streets, which are two full blocks apart. It would terribly
gest the Navy Yard travel in the early morning and the late afternoon. The Washington Street traffic will be ter-
ribly handicapped by the congestion of tunnel travel at all hours of the day and night, which would make it of
very little use to those wishing to get beyond it.
Then again in view of highway travel all streets west of Dinwiddle Street ~ be ef lit-
tle use to north and somth travel.
We are opposed to the closing of Dinwiddie Street, believiug that Dinwiddie St. should be
bridged. This street witl again be av~dlable to north and south travel, giving those people living on the south
side, as well as the Navy Yardworkmen and Naval personnel, another necessary arteryof transportation."
Signed A.J. Transients and residents of other cQ~m~nities in the Tidewater area come to Portsmouth to use our
trains. Aside from its sentimental interest, the Seaboard from a paasenger standpoint as well as throug~h its
shops, offices and freight yard, has a substantial interest in Portsmouth and its welfare.
We beTzeve it would be to the best advantage of the majority of the public, and particu-
larly those using our facilities, to route the Bridge-Tunnel buses as close to our station as practicable.
This is particularly desirable during the period after arrival of our train 18, from 22:30 P.M. to 1:30 P.M.,and
before departure of our train l~, from S:30 P.M. to 4:30 P.M. Accordingly, we should like to go on record in
favor of, and urge your approval of, a route which would bring the buses during these hours North on Wanhington
to Nigh, East on High to~ater, South to County Street, and thence back to the tunnel plaza. We should thank
you to give this proposal your earnest consideration.
Yours truly,

C.E. Bell, General Passenger Traffic Manager."

Notion of Mr Bilisoly to refer to the Transportation Committee was adopted.

The following letter from the Woman's Club was read:

"The Woman's Club of Pottsmouth is very desirous of having newlaws formed with more
severe penalties governing the use of narcotics.
Yours very truly,

Nr~.
