November lSth. 1951. <br /> <br /> It was determi~ed by the architects and m~self that the bids were too high and that <br />we would endeavor to negotiate a contract with the lowest bidder, J.L. Smith, by making a few changes in the de- <br />sign of the building and elim~Bating a few items. Mr. Smith has reduced his bid to the sum of $54,298.00. <br /> I recommend that the City Manager be authorized and directs.ed to contract with the <br />lowest bidder for the erection of the building subject to amy additional savings that can be made by additional <br />revisions and I recommend that au appropriation Lu the sum of $55~000.00 be placed on its first reading, $45,000.£ <br />of which is the rems~uder of the bond fund issued for this purpose." <br /> <br /> Motion of Mr. Wilson to place an appropriation of $55,000.00 for said purpose c~ its <br />first reading, was adopted. <br /> <br /> 6th - "I submit a building application from the Portsmouth Redevelopment and Hous~i~g <br />Authority a~ an estimated cost of construction in the sum of $3,899~000.O0, the cost of the permit being <br />$I, 2&.9.$5. <br /> At a previous meeting of Council, you requested that I confer with other com- <br />munities concerning the question of charging the Housing Authority for the permit. I h~e been a~vised by the <br />City of Norfolk that no charge is made to the Housing Authority. I find that in Newport News, their ordinance <br />does not provide for the fee at the time the homes were being built but under a new ordinance, they would m~ke <br />the charge. I have been advised that Norfolk Ceunty charges the fee the s~me as for any other construction. <br /> I submit this for your consideration; however, if it is the pleasure of the <br />Coumcil to remit the fee, that a resolution to this effect be submitted as the City Engineer does not have autho- <br />rity to remit fees under the Cede. I recommend that fee not be remitted." <br /> <br />Motion of Mr. Bilisoly to concur in the recommendation of the City Manager was <br /> <br />adopted. <br /> <br /> 7th - "I submit a report from the City Manager and City Attorney concerning the set- <br />tlement with Culpepper and Nettles, two land owners submitting claimx against the City.of Portsmouth for damage <br />due to the overflow cf the Portsmouth Ditch and I recommend that the City Council award the sure-of $2,500.00 te <br />Culpepper and $1,750,~0 to Nettles as payment in full for all claims, damages, costs, etc. I recommend that an_ <br />appropriation in the sum of $4, 250.00 be placed on its first reading. This is to be from the revenues of the <br />Water Department." <br /> <br /> Motion of Mr. Warren to place an appropriation of $4,250.00 from ~ater Funds for <br />said purpose, on its first reading, was adopted. <br /> <br /> 8th - "I am pleased to report that the new charter and code of the City of Portsmouth <br />has been completed and is in the process of being bound. I recommend that the Codes be sold at $10.00 per copy <br />for those that are sold." <br /> <br />Motion of N~. Smith to concur in the recommendation of the C~ity Manager,was adopted. <br /> <br /> 9th -."I submit a letter from the State Office of Civilian Defense concerning appro- <br />priations for the South Hampton Reads Regional Defense Area. <br /> I recommend that the City of Portsmouth participate in the matching of fumds <br />~ud that the City Mana~ger be authorized to sign Civilian Defense papers." <br /> <br /> Motion ef Nr. Houghton. that the City participat~ in the matching of Civilian Defense <br />funds and that the City Manager he authorized te sign Civilian Defense papers for Portsmouth, was adopted. <br /> <br /> lOth - "I submit herewith a letter from R.L. Swesney, Principal of Woodrow Wilson <br />High~ School and~a ~re~l~ t? the letter from the Port~uth Transit Company concerning the re-routing of buses near <br />WoSdrow Wilson ~ign~cnoo±. <br /> I recommend that this matter be referred to the Transportation Committee <br />their consideration." <br /> <br />Notion of Mr. Bilisoly to refer to the Transportation Committee, was adopted. <br /> <br /> llth - "I submit the Legislative program of the Legislative Committee of the League <br />of Virginia Municipalities and recolmuend that the members of the Legislature representing the City of Portsmouth <br />be invited to meet with the Council to discuss this or any other legislation that might be proposed by City Coun- <br />cil to be submitted at the next reg,miar session of the General Assembly to be held Jenuary 1952 and also that a <br />committee be appointed to represent the City of Portsmouth in matters concerning legislatien~ during the 1952 <br />legislative session." <br /> <br />-Motion of Mr. Howard to concur in the recommendation of theCity Manager, was adopted. <br /> <br /> 12th - "I submit a letter from the Managing Director of the Tidewater Automobile <br />Association of Virginia. tf we can persma~e the merchants' te place their trash and garbage on the streets for <br />collection, the City will be delighted to begin collecting at earlier hours and complete our collections by not <br />later than 8:00 A.M. With reference to an ordinance preventing trucks from loading and ,~loading during the <br />hours referred to in the letter, I recommend that it be given consideration and further study." <br /> <br />¥~tion of Mr. Howard to refer to the City Fmn~ger for further recommendation, was <br /> <br /> 13th - "I su~t a letter from Paul G. Betters, Executive Director of the U. S. <br />Conference of I~ayors, concerning the Annual Conference to be held inNew York-City sometime after the first of <br />the year. I recommend that the Mayor be authorimed and directed to attend this Conferen~." <br /> <br />Motion of Mr. Wilson to concur Lu the recommendation of the City Manager, was <br /> <br />adopted. <br /> <br /> 14th - "I submit the~ attached letter from~ the League of Virginia Municipalities <br />concerning the ~merican Municipal Association annual meeting to be held at the ~otel Statler, ~ashington, D.C., <br />on December lO-12th, and recommend that the ~!ayor be directed to attend ~his meeting." <br /> <br /> <br />
