<br /> Minutes of regular meeting held on October 23rd, 1951 were read and approved.

<br /> The following reports from the City Manager were read:
<br />
<br /> 1st - "I submit the petitions and letters received at the ~blic hearing on the question
<br />of the Hamiltnn avenue by-pass together with correspondence and plans of the Department of Highways for your con
<br />sideration."
<br />
<br /> Notion of Mr. Houghton that a committee be appeinted te study plans for the H~mi~ton Avenue
<br />
<br />by-pass, was adopted.
<br />
<br />The Chair appointed Messrs. Howard and Houghton with the City Manager.
<br />
<br /> 2nd - "The report of the viewers appointed in connection with the closing ef Dinwiddie St.
<br />by the City of Portsmouth was referred to the City Manager and City Engineer for a report on the findings ef the
<br />viewers. We submit the following:
<br /> After a careful study of the grades and elevations in this vic~_nity we find that if
<br />a bridge was constructed over the Tunnel approach to DinwiddieStreet, between Bart and Clifford Sts., at the
<br />required height to give the m~nimum vertical clearance beneath the bridge of fourteen feet, the grade?ould be
<br />mere than 20%. This steep grade wo,zld be absolutely impractical and hazardous and in addition it would be ex -
<br />tremely dangerous fr~m t he standpoint of the east a~d west fl~w of traffic to and from the Tunnel en both Clif-
<br />ford and Bart Streets. This traffic would cross at the beginning of the steep incline on both sides of the pro-
<br />posed streets. If the bridge was designed to extend over Bart and Clifford Streets as well as the Tunnel ap -
<br />preach, the landingto be at Griffin Street aud at South Street, the grades would be 12.~% and 11.5% respectively
<br />and would destroy the value of ~he prope.rty on both sides of Diuwiddie Strset between Griffin and South Streets
<br />as well as being an mnsatisfactory and unsafe grade. If the bridge was designed to meet the maxfw~u~ grades per-
<br />mitted in highway construction, the approaches would have t~ start on Dinwiddie Street between South Street and
<br />Col,~m~iaStreet ~n the ~orth side and between Griffin Street and Race Street on the south side. Thiswouldnot
<br />only permanentlyhlock the use of Dinwiddie Street for entry ,r exit to the Tunnel Plaza, but DinwiddieStreet
<br />as am artery for t~nuel traffic. Im addition, it would destroy or depreciate property values for approximately
<br />three blocks on Dinwiddie Street, with a bridge built in the street, the property on each side would be p~acti
<br />cally wo~$hless for residential or other purposes as the present street level could not be used for vehi~mlar
<br />traffic. Since the axisting street level could not be used for vehicular traffic, we imagine that the claims
<br />made for property damage would be tremendous. ~e feel th~ in view of the physi .c~ l~m~tations that th~ Council
<br />will mgree that a Bridge over the tunnel approach at Dinwiddie St. is thoroughly zmpractical. We recegnmze the I
<br />fact that (and we are sure you do t oo) it would have been most desirable if possible not te have to close Dinwid-I
<br />die Street, but we feel t hat the inconvenience to the property owners in the ~ic~nity and the public at large would
<br />be far greater if the bridge were built than if it were not and in ~ur oplmlon, it would de mere harm thangood.
<br /> We are attaching hereto two p~im~s shc~ing the different grades described that wem
<br />prepared showing the grade elevations and plans for overpassing the Tu~uel approach to Dinwiddie Street~

<br />Notion of Nr. Houghton to suspend the rules~ hear from anyone interested, was adopted.
<br />
<br /> Mr. Thompson, of the Tunnel Commission, spoke against bridging the Tunnel Plaza at Din-
<br />widdie Street.
<br /> Notion of Nr. Houshten te place the following ordinance on its first reading was adopted
<br />an~ by the following vote: "AN ORDNANCE TO CLCBE THAT PORTION UF: DINWIDDIE STEEET, LYING BETWEEN
<br /> BART AND CLIFFOEB STREETS"
<br /> Ayes: Duke, Houghton, H~, ~5.1sofi, Smith,~ ~
<br /> Nays: Bilisoly, Warren

<br /> 3rd - "I submit an invoice for constructing a sea w~l at the end of Elizabeth Place
<br />and recommend an appropriation in the sum of $362.50 be placed on its first reading. '
<br />
<br />Notion of Mr. Howard to place an apprspriatiou of $362.50 for said· purpose, on its first
<br />
<br />reading, was adopted.
<br />
<br /> ~th - "Since the bend issue carried by a favorable majority for the construction of
<br />sanitary sewers in the unsewered area of the City, I recommend that the City Ymnager be authorized and directed
<br />to advertise for ~ids for the construction of the sewers, the bids to be received at a suitable date during
<br />the month of March or April 1952 and that the sum of $9~193.8~, representing the balance due the engineer under
<br />ottr contract for engineering services, be placed on its first reading.
<br /> The total amount of funds advanced for engineering services to be refunded to
<br />the Sewage Disposal ~ud upon receipt of the funds from the sale of the sewer bonds."

<br /> Notion of Mr. H.oughton that the City Manager be authorized to advertise for bids and
<br />that an appropriation of $9,193.8~ from Sewage Disposal Funds, for said purpose, be placed on its first readS~g
<br />was adopted.
