<br />fice and again, in company with Mr. Hagan on January 17th. You were shown the report of the Bureau of Public' Roads
<br />dated December 4, 1951 and their letter te this office of January 8th, 1952. '
<br /> The recommendations within the City were as follows, in ~riority of importance:

<br /> is 0.50 miles sb an estimated total cost of 120,000.
<br /> Recent advice from the Bureau of Public Roads is that tentative Access Road Funds are
<br />available only in the amount of the percentage ef increase vehicular traffic caused by the present "defense" ef-
<br />fort as compared with a ,norm~l ,, employment for which 1949 is considered a base. At Mresent this is approximate]
<br />a 10% increase meaning that Access Funds might be used to finance 10% of the total cost of a project. In other
<br />words, it appears that for a $100,000. project that Access funds would furnish $10,000. and the remaining $90,000.
<br />would be on a 50-25-25 use of available Federal-aid Urban ~unds.
<br /> It is requested that the City of Portsmouth advise as to their agreement to participat
<br />in the above-mentioned projects on the general basis as indicated above.
<br /> It is very important that we have such advice promptly, which would lead toward the
<br />preparation ef plans for the earliest relief to defense traffic."

<br />of $600.00 be placed on its first reading. I also recommend that a 1St 1~8 by I25 feet, belonging to the heirs
<br />of I. Galumbeck, located adjacent to the city owned property at the incinerator on Pine St., be purchased for the
<br />sUm ef $3~0.00 plus interest at the rate of 6% per annum, from the date that the incinerator w~s built and. that
<br />an appropriation in the sum of $5~0.00 be placed on its first reading and that taxes be refunded to the es~a~e of
