January 22nd, 1952. <br /> <br />At a regular meeting of the City Council, held on January 22nd, 1952, there were present <br /> <br />Fred A. Duke, Frar~ N. Bilisoly, Jr., George L. Grimes, Carl C. Houghton,Jr., <br />James N.Howard, R. Irvine Smith, E. Robie Sturtevant, C. E. Warren, H.Earl <br />Weiseman, I.G. Vass, City Manager, and R. C. Barclay, City Attorney. <br /> <br />Minutes of meeting held on January 8th, 1952 were read and approved. <br /> <br />The Chair opened the meeting to the members of the Youth Group. <br /> <br />the City: <br /> <br /> The following people spoke requesting the City to construct a mammoth youth center in <br />George Arger, John Wyatt, Larry Goldman and Nfs. Joe Bow~n~. <br /> <br /> Motion of Mr. Houghton that a committee be appointed to investigate the possibilities <br />of a youth center and also to investigate conditions at the High ~chool, was adopted. <br /> <br />The Chair appointed Messrs. Weiseman, Smit~ and Howard. <br /> <br />The following notice of zoning changes was read: <br /> <br /> ."Notice of Hearing of Zoning Changes <br /> Pursuant to the provisions of the Zoning Ordinance, notice is hereby given that a <br />public hearing will be held at 7:30 P.M., on.Tuesday, January 22, 1952, in the Council Chamber, Municipal Build- <br />lng, Portsmouth, Virginia, for the purpose of altering zones and reclassifying the following property: <br /> 1. Walter S. N=11 to rezone a lot on the north side of Gosport Road <br /> beginning approximately 600 feet west frcm Douglas Park fronting <br /> 50 feet on the north side of Gosport Road by 280 feet deep ~rom <br /> Two Family Class "C" to Commercial Class "G". <br /> 2. J. Roy Rodman to rezone a plot of land beginning at the southwest <br /> intersedtion of Hamilton Avenue and Glasgow Street fronting 150 <br /> feet on the south side of Glasgow Street by 113 feet deep from T~o <br /> Family Class "C" to Commercial Class "G"." <br /> <br /> "The PlaunLug and Zoning Commission at the regular meeting held January 3rd, 1952, <br />considered the following applications and respect~ally submits its recommendation for your approval. <br /> <br />1 - The application of Walter S. Hall to rezone a lot on the north side of Gosport <br /> Road beginning approximately 600 feet west from Douglas Park, fronting 50 feet <br /> on the north side of Gosport Road by 280 feet deep from Two Family Class "C" <br /> to Commercial Class~"GTM be approved. <br />2 - The application of Joseph J.Viola to rezone a lot on the south side of~Airline <br /> Turnpike, beginning 180 feet east from the southeast intersection of Lincoln <br /> Avenue and Airline, fronting 60 feet on the southside of Airline Turnpike by <br /> 100 feet deep to be denied. <br />3 - The application of J. Roy Rodman to rezone a plot of land beginning at the <br /> southwest'intersection of Hamilton Avenue and Glasgow Street, fronting 150 <br /> feet on the south side of Glasgow Street by 113 feet deep fr~m Two Family <br /> Class "C" to Commercial Class "G" be approved. <br />& - To close London Street, east from Fifth Avenue to West Lane an approximate <br /> distaace of 225 feet to facilitate erection of a new fire station. The City <br /> owns the land on each side of this street, therefore, it will net be an in - <br /> convenience to anyone by the closing." <br /> <br />Motion of Mr. Grimes to concur in recommendation of the Planning Commission on Item <br /> <br />was adopted. <br /> <br />Motion of Mr. Houghton to concur in recommendation of the Planning Commission on Item <br /> <br />#2 was adopted. <br /> <br />Motion of Mr. Houghton to concur in recommendation of the Planning Commission on Item <br /> <br />#3 was adopted. <br /> <br />Motion of Mr. Houshton that the following ordinance be placed on its first reading,was <br /> <br />adopted: <br /> <br />"AN ORDINANCE TO CLCSE A PORTION OF. LONDON STreET." <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 1st - "At ~ previous meeting of Council, the question of bonds for all municipal <br />employees was referred back tome for a mere detailed report and actual cost. I am attaching hereto a detailed <br />statement of the cost of such bonds and recommend that Public Employee Faithful Performance Blanket Position <br />Bond be purchased on a three year premium basis as outlined in said quotation." <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager, was <br />adopted. <br /> 2nd - "I submit contracts for the erection of'the Monroe Ward Fire Station building <br />and recommend that the proper authorities be authorized to execute the contract on behalf of the City of Ports- <br />mouth." <br /> <br /> Motion of Mr. Houghton that proper authorities ~e authorized to sign the contract on <br /> C' <br />behalf of the' ity, was adopted. <br /> <br />· . · · 3r~-- "Ism~m~ ~erewith a letter from ~.F. ~mith, Urban Engineer, Department of High- <br />ways concerning improvements on Route 17 from the intersection of Route 337 to the south corporate limits of the <br /> <br /> <br />
