<br /> 9th - "I submit a letter from the Department of Highways cbncerning the improvement of
<br />Effingham ~treet and Bar, and Clifford Sts., as an approach to the Portsmouth-Norfolk Tunnel, as suggested by the
<br />Department of Highways. I'recommend that the Department be requested tb program this project as a Federal Aid pro-
<br />ject and that WashLugton and Seventh Sts. be used temporarily as a route for directing heavy truck traffic from the
<br />t~u~uel plaza to~ Gosport Road."
