The bid of Leo Butler Co., Silver Springs, Mde., for Division Ea, Trumk Sewers, Suc-
tion lines and Force Eains amounts to a total of $667,k~44.20 based on the number of units shown in the schedule
of quantities and the unit prices bid. The Engineers estimate amounts to a total of $647,000.00, the Contractors
bid therefore is $20,000.00 more than the E~gineers estimate or 3.16% which is reasonably close. I am therefore
recommemding that this Division Ea, be awarded to the ~.eo~Butler Company.
The bid of J.'~ Lawrence Smith, Portsmouth, Va., for Division Eb, Pumping Station, Equa-
lizing Well and appurtenances amounts to a total of $117,704.00 based on the n,xmber of ~nits shown in the sche-
du!e of quantities and the unit prices bid. The Engineers estimate amouhts to a total of $55,600.00; the contract-
ors bid therefore was $62,104.00 more than the Engineers estimate or 111.69%, which is more than double the esti
mate. This ~mount in our opinion, is entirely too high and I am therefore ~ecommending that the bids on DivTsien
Eb, he rejected and that it be re-advertised for bids within a reasonab!e~%ime.
The Engineers have received the specifications and information submitted by Fair-
banks-Morse Company with their proposal for the Pumping ~Station Equipment, Division Ec. The equipment proposed
appears to meet the specified requirements at the rated point, but fall far short of the required deliveries at
the higher operating heads. The pumps proposed by Fairbahks, Morse ~e not acceptable for the required service.
Also the motors described in the proposal are not the sp!ashp~roof moto~s as specified. The Engineers are now stu-
dying the proposal of Allis-Chalmers and Yeomans Brothers, to see if they will meet the requirements. I am there-
fore recommending that we withhold any ~ec~sion on the award of the pumping equipment at this time."

Motion of .Mr. Houghton that the~ contr-aet for the trunk line sewers be awarded to ~eo
Butler Company and the bids on the pumping station be rejected, and the bids on the sewer pumping equipment be
held in abeyance, was adopted.

2md - "I attach hereto a letter and financial statement received from Er. Harold I.
Baumes, ~ec~retary, Utilities Committee of the League of mrgmnma Munmempalmtmes concerning the intervention in the
Chesapeake & Potomac Telephone Company Rate case. The amount of refund will be credited to the General Funds of
the City."

On motion filed.

3rd - "I ~m attaching hereto a copy of 'a letter from General ~ames A. Anderson, Com-
missioner, Department of H' -
mghways, concerning Route Designation through the Norfolk~Portamouth Ttln~el. This is
