<br /> Council finds itself in accord with the objectives of the proposed group organ.

<br />each firm's equipment will either meet or exceed all requirenents cf the specifications. As the bid of Fairbanks-
<br />Morse Company, in the amount of $7,661.00 is $1,089.00 less than the next lowest bid, I respectfully recommend
<br />that they be awarded the contract."

<br />that the proper City officials be authorized to sign contract, was adopted.
<br /> 5th - "At a recent meeting of Council, I submitted a news it em based on Census Repor
<br /> of City employment in 1950 in'Which it was stated that the City ~f Portsmouth's total employment was 1,035 employ-
<br /> ees, exclusive of teachers and other school workers. I am attaching hereto a letter received from the Bureau of
<br /> the Census for your inforr~ti0n."

<br /> a newspaper story ~ .to government employees in the City of Portsmouth, has been referred ~o this Bureau for reply
<br /> I am sending to you herewith a copy of the Census report City Employment in
<br /> 1950 upon which the news item apparently was based. You will note on page 17, this report shows for the City of
<br /> Portsmouth a total of 1,035 employees in the month of October', ~66 explicitly as school employees and 569 as non-
<br /> school employees. The news story enclosed with your letter was thus clearly mistaken in interpreting the total
<br /> figure as' being "exclusive of teachers and other school workers".

<br /> 6th - "At a recent meeting of the City Council, I submitted a.letter from Frank Han-
<br /> rahan, A~mlnistrator for the Kings Daughters Hospital, suggesting that we change our agreement for the treatment
<br /> of emergency cases at the Kings IIaughters Hospital from $3.75 for all eligible emergency cases for which the hos-
<br /> pital was unable to collect and make a charge of $2.00 for every eligible e~ergency case entering the emergency
<br /> room of the hospital for treatment
<br /> Upon investigation, I find that approximately 6,000 persons entered the emer-
<br /> gency room annually and at the rate of $2.00 each this would amount to $12,0~.00. Our records indicate that for
<br /> the past nine months, the City has paid the hospital $6,821.~3 for emergency cases. On this basis the annual cost
<br /> woold be $9,0~3.56. After a lengthy conference with Mr. Hanrahan, he agreed to accept from the City a flat sum o:
<br /> $10,000.00 annually payable in twelve equal installments and with the understanding that the medically indigent
<br /> hospitalization rate shall not exceed $10.50 per day per patient.
<br /> In order to eliminate the time and expense of checking the emerger~y cases,I
<br /> am of the opinion that it will be less expensive_to the City. to pay a flat sum of $10,000. annually than at the
<br /> present rate. I therefore recommend that this plan b~ put into operation as of May l, 1952 for a trial peri'Od of
<br /> six months."
<br /> Motion of Mr. Smith to concur in the recommendation of the City F~anager, was adopted.
<br /> 7th - "I am submitting the attached agreement between the Atlantic and Danville
<br /> Railroad Company and the City of PortsmoUth covering pipe line crossings, Cedar Street, Suffolk, Virginia.
<br /> I recommend that the City T~ager be authorized and directed to execute the
<br /> contract for and on behalf of the City in the presence of 'two witnesses."
