<br /> We appreciate your visit on yesterday, accompanied by Mr. Bergeron in which we tenta-
<br />tively agreed as to means of getting these projects under construction. We now request your official approval of
<br />these arrangements.
<br /> 1. Rt. 17-A, Project 1864-01, "Hamilton Avenue Bypass", has an indicated cost for a com-
<br />plete facility of $1,000,O00. plus right of way. With other ne~ds so evident it Qas decided that this project b
<br />developed in two stages by constructin~ a useable portion on fully secured 100' width right of way, and then com-
<br />pleting full construction when additional Federal, State and City funds become available, as a second stage.
<br /> The first stage to consist of four travel lanes only, from High Street to Gosport Road,
<br />which would relieve traffic congestion on High Street and the narrow section of Elm Avenue for Route 17 travel.
<br />~s this section is largely through an undeveloped area, the expensive parking lanes, curb and gutter and sidewall
<br />would be postponed until the expected development of the business or residential areas are planned and -~uderway.
<br />The right of way to be secured from Gosport Road %o Route 17 near the South City limits, as a participating item,
<br />at this time. Such stage construction is nationally used and is approved by the Buread of Public Roads as a pra
<br />tical means %owardthe ultLmate accomplishment.
<br /> The determination of the most efficient and economical location of a new route in a
<br /> city necessarily takes a long time. Changes have been made throughout this project, especially at the ends.
<br /> These now have the approval of the City, State and Bureau of ?ublicl{oads and ~ith official confirmation of this
<br /> letter, the plans can be made ready for right of way acquisition by October l, 1952 and should be let to con -
<br /> tract by or before March 1953.
<br /> The estimated cost ~f four travel lanes, iucluding the basic drainage, is $567,000.
<br />with the cities share being approximately $150,000. exclusive of the right of way for which the city wzll share
<br />25% of the cost.
<br /> 2. Route 337, Project ~76~-05, widening of GosportRoad between AirLine Turnpike (Alt.
<br /> Rt. 58) an~ Elm Avenue (Rt.17) has an indicated construction cost of $506,200. with the cities share being ap -
<br /> proximately $1~,000. exclusive of the right of way for which the ~ity will share 25% of the cost.
<br /> These plans, for widening and resurfacing o~ly have been completed and are ready for
<br /> advertisement as soon as the city can certify the acquisition of the right of way. We reco~nend that this projec~
<br /> be pushed %o construction by not later than September l, 1952.
<br /> The Highway Department has apportioned the seven years Federal Aid Urban funds to
<br /> Portsmouth, beginning in 19&6, the total amount of $613,~31. and the State matching ~and of $306~ 715. The 8ure~
<br /> of Public Roads has notified the'State that the first f~ve years allotment, which in Portsmouth is $&07,057. mus
<br /> be under contract by June 30, 1953 or revert to the Federal Treasury.
<br /> The Highway Department wants to see available Federal and State funds applied as
<br /> promptly as effective projects can be put underway, and certainly will not allow any funds to lapse due to a
<br /> city's delay in such use, where other cities are ready to use additional funds.
<br /> Your definite concurrence ih the above will not only give Portsmouth the earliest
<br /> traffic assistance, but allow the Highway Department %o make necessary plans in the application of Federal Aid
<br /> Urban funds.~

<br /> Motion of Mr. Houghton to concur in the recommendation of the City Manager, was adopte
<br />
<br /> 5th - "I reconwaend that the sum of $300,000.O0 from the proceeds from the Improvement
<br />bonds recently sold, be placed on its first reading. This appropriation is in lieu of the former appropriation
<br />in the total sum of $123,000.00 for the purpose of matching Federal and State Aid Construction funds."
<br />
<br /> Motion of Mr. Smith to place an appropriation of $300,000.00 for said purpose on its
<br />first reading, was adopted.
<br />
<br /> 6th - "I am submitting the attached letter from F. E. Harrell and recommend that the
<br />Council refund the amount of $7.17 for the purpose of paying F~. Harrell retirement funds due him."
<br />
<br />Motion of Mr. Sturtevant that the refund be granted, was adopted.
<br />
<br /> 7th - 'I submit the attached letter, copy of amendment to the City Code and photograp
<br />of advertisements on city buses. I have recently observed similar advertisement on the buses operating in the
<br />City of Richmond and in my opinion, they are not objectionable nor do they constitute a traffic hazard.
<br /> I therefore recommend that an amendment to section !6-3~ of the City Code be
<br />placed on its first reading."

<br />the amount due him in connectiHn with his retirement. I recommend {hat the sum of $50.72 be refunded for the pur-

<br />Motion of Mr. Howard that the refund be granted was adopted.

<br /> 9th - "I attach hereto a letter from Greeley and Hansen, concerning engineering ser-
<br />~ce~ for the lateral sewers for the aDmexed territory. I recommend that the firm of Greeley and Hansen be au -
<br />thor~zed and directed to proceed to prepare the necessary plans and drawiugs under their present contract."

<br />Elizabeth River Tunnel Com~dssion, concerning approval of requesting the Department of Highways to route 13 Y
<br />through Norfolk, the Elizabeth River Tunnel and ?ortsmo~h to connect at Bowers Hill mad recommend that the City
<br />join the Tunnel Commission and the City of Norfolk in this request."
