June 10th, 1952. <br /> <br />Motion~of Mr. Sturtevaut to concur in the recommendation of the City Manager was adopted. <br /> <br /> 12th - "In ~ramsferring 5he insurance on the pumping stations we recently purchased <br />from the~ Hampton Roads Sanitation Commission, I discovered~ that the City was no~ carry~ng insurance an some of its <br />p~m~oin~ stations and I requested Welbon, Duke and Hawks to cove? these stations temporarily. <br /> I recommend that the insurance coverage be made permanent." <br /> <br />Motion of Mr. Bilisoly ko concur in the recommendation of the City Manager was adopted. <br /> <br /> l~3th - "At a recent meeting of the City Couucil, you referred to me the question of a <br />resolution with regard to the proposed Hampton Roads Tunnel project. <br /> I submit a map of Norfolk and vicinity prepared by the Norfolk City Planning <br />Commission illustrating the principal Highways and proposed Highways in the Tidewater area w~bich includes the <br />Hampton Roads Highway Tunnel facilities and ~lso a Resolution by the Council of the City of Norfolk, Virginia, <br />concerning the Tunnel project and also a copy of a letter to Mr. N.H. George III from the Chairman of the City <br />Plan~uing Commission of the City~ of Norfolk. <br /> If it is the ~leasure of the Council, I will have a similar resolution prepared <br />~o submit to your body at its next regular meeting." <br /> <br /> Motion of Mr. Howard that the City Manager submit a resolution to the next regular meetin, <br />of the Coanncil, w~s adopted. <br /> <br /> 14th - ~At a previous meeting of the Council, you referred to me the question of ascer- <br />taining if public toilet facilities could be s~ranEed Ln the proposed new County building annex. <br /> I have been advised by E.T. White, Clerk of the ~o~olk County Court that no such <br />facilities have been planned ~d that there is no room in the building for them." <br /> <br />On motion filed. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />The City Attorney submitted the following resolution: <br /> <br />"Be it Resolved by the Council of the City of Portsmouth, Virginia, that His <br />Excellency, the Honorable John S. Battle, Governor of Virginia, be, and he is <br />hereby requested to appoint one or more residents of,the City of Portsmouth as <br />members of the State Port Authority Commission, a body recently created by the <br />General Assembly of Virginia." <br /> <br />On motion of Mr. Houghton, said resolution was adopted. <br /> <br />The following letter from the City Attorney was read: <br /> <br /> "In connection with the penalties prescribed by the city ordinances for carrying concealed <br />weapons, I find the following: <br /> 'Section 17-55 of the City Code includes "any pistol, dirk, bowie knife~ razor, <br /> slung shot, metal knucks or any weapon of like kind", aud prescribe~ a peaalty of not <br />less than twenty dollars nor more than one hundred dollars. <br /> Section 17-56 of the City Code includes "any knife, fish hook, ice,pick, or other <br />sharp instrument which has a blade or ~oint more than two and three-fourths inches in length and which is capable <br />of inflicting upon a person a stab or cut wound", and prescribes a penalty of not less than Den dollars nor more <br />than one hundred dollars, or by confinement in jail for not more than six weeks. <br /> I have prepared an amendment to section 17-55 prescribing a jail sentence in ac - <br />cordan~e with the State law. ~ do not 5elieve there is any advantage in prescribing a greater penalty than <br />that i~the State law, and some years ago one of the judges of the courts requested the City Council to reduce <br />the penalty to that prescribed by the State." <br /> <br />On motion of Mr. Smith, the following ordinance was placed on its first reading: <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN SECTION 17-55 OF THE CODE OF THE <br />C~TY OF PORTSMOUTH, VIRGINIA, 1951, RELATING TO CONCE~L~W~APONS,' <br /> <br />- ~ BUSINESS - <br /> <br />sented. <br /> <br />Bill from B.F. Smith, in the amount of $5.00 for rabbits killed by stray dogs, was pre- <br /> <br />Motion of Mr. Smith to refer to the City Attorney was adopted. <br /> <br />was presented. <br /> <br />Bill from Mrs. A.H. Williams in the amount of $1~.00 for chickens killed by stray dogs, <br /> <br /> Motion of Mr. Howard that the City Treasurer be requested to pay same from funds in her <br />hands from the collection of Dog Taxes, w~s adopted. <br /> <br /> Motion of Mr. Houghton that the City Manager have a traffic light installed at Alexander's <br />Corner, as soon as possible, was adopted. <br /> <br /> Motion of ~. Howard that the City Manager be authorized to advertise lots belonging to <br />the City, on Seaboard Ave., between Page and Serpell Streets, a~ any other lots owned by the City not being used <br />for City purposes, which, in the opinion of the City¥~nager, should be sold, was adopted. <br /> Motion of Mr. Houghton that a committee composed of Messrs. ~ilson, City Manager and Chief <br />of Police be appointed to secure a plaque for the new fire station in Monroe Ward, was adopted. <br /> Motion of Mr. Smith that the City Attorney be authorized to bring s~it against the Port- <br />lock Holding Corporation or its trustees to sell property o~ed jointly by the Corporation and the City of Ports- <br />mc~th, was~ ~ ~ <br /> <br /> <br />
