<br />The following notice of zoning chs-nges deferred from last meeting was taken up:
<br />
<br />"Pursuant to the provisions of the Zoning Ordinance, notice is hereby given
<br />that a public hearing will be held at 7:30 P.M., on Tuesday, June lOth,1952,
<br />in the CouncilChamber, Municipal Building, Portsmouth~ Virginia, for the
<br />purpose of altering zones and reclassifying the following property:
<br />
<br />Floyd M. Martin, to sub-divide a parcel~of /and, beginning at the
<br />wesDern line of River Park fronting approximately 682 feet on the
<br />north side of Hartford Street by 1383 feet deep, with the triangular
<br />center portion bound by Tyler~ Crescent fronting approximately 290
<br />feet on Hartford Street by 617 feet deep to he rezoned from Single
<br />Family Class "A" to Multiple F~d_ly Class
<br />
<br />On motion of Mr. Howard, the rez6ning of the described plat was approved.
<br />The following notice was read:

<br /> "A public hearing will be held in the Council Chamber, Municipal Building, at 7:30 P.M.,
<br />on Tuesday, June 10th, 1952, on the following proposed ordinance:
<br />
<br />'AN ORDINANCE TO AMEND THE CODE OF PORTSMOUTH, 1951, BY ADDING
<br />THERETO SECTIONS 3.22, 3.23, 3.24, 3.25, 3.26, 3.27 and 3.28,
<br />REQUIRING THE VACCINATION OF DOGS AND PROVIDING A PENALTY
<br />FAILURE TO COMPLY IBEREWITH,
<br />
<br /> Motion of Mr. Houghton to suspend the rules to hear from anyone interested in speaking
<br />on the ordinance for vaccination of dogs, was adopted.
<br />
<br />Dr. Gilbert spoke for the adoption of the ordinance and Mr. Russell Davis spoke against.
<br />
<br />Motion of Mr. Smith to lay said ordinance on the table was adopted.
<br />
<br />The following reports from the City Manager were read:
<br />
<br />1st - "I submit the attached resolution and recommend its adoption."
<br />
<br /> "WHEP~AS, the General Assembly of the Commonwealth of Virginia at the
<br />1952 Session, did not reapportion the Senate and House of Delegates Districts
<br />as required by Section ~3 of the Constitution of Virginia; and
<br /> WHEREAS, it is the sense of the members of the City Council of the
<br />City of 'Portsmouth that it is to the best interest of the entire Commonwealth
<br />that reapportionment of the General Assembly be ma~e duriug the year 1952 in
<br />conformance with the Constitutional Mandate; and
<br /> W/{EREAS, the City of Portsmouth has a particular interest in this
<br />matter in that it is now entitled to separate representation in the Senate
<br />according to its population as based upon the 1950 United States Census, and
<br />according to the reco~nendation set forth in the Report of the CommissiOn on
<br />Redistricting; Now, Therefore,
<br /> Be it ~esolved by the Council of the City of Portsmouth, That His
<br />Excellency, the Honorable John S. Battle, Governor of the Commonwealth of
<br />Virginia, be and he is hereby requested to call a special session of the
<br />General Assembly of the Commonwealth of Virginia during the year 1952 for the
<br />purpose of reapportionment of the General Assembly; and
<br /> B~ it Further Resolved that a copy of this resolutiaube forwarded
<br />His Excellency, the Governor, the Honorable John S. Battle."
<br />
<br />On motion of Mr. Howard, said resolUtion was adopted.
<br />
<br /> 2nd - "I submit the revised plans and specm~mcatmons for the erection of a pumping
<br />station Lu connection with the sanitary sewer project in the annexed territory and recommend that the project
<br />be advertised to receiv~ bids July 15th, 1952,"
<br />
<br />Motion of Mr. Houghton to concur in the recommendabion of the City Manager w~s adopted.
<br />
<br /> 3rd - ,I recommend that an appropriation in the sum of $500,000.00 from the sale of
<br />Sewer Improvement Bonds be placed on its first reading."
<br />
<br /> Motion offer. Houghton to place an appropriation o~$500,000.00 for Said purpose on
<br />its first reading, was adopted.
<br />
<br /> 4t~ - "I am attachiug hereto a copy of a letter from W. F. Smith, Urban Engineer, Depart.
<br />ment of Highways, concerning Federal Aid Urban projects within the City of Portsmouth and recommend that the
<br />Council concur in the recommendation of the HighwayDepartmentwith r~ference to the const~actien of Route 17-A
<br />Project 186~-01, "Hamilton Avenue Bypass" and also Route 337, Project ~76~-05 widening of Gasport Road."
