37S <br /> <br />August 1~ 1952. <br /> <br /> Mr. Smith, reporting for the committee apPOinted to study the question of self-service <br />gasoline stations, presented the following ordinance, and, on his motion, the follow~_~g ordinance was placed on <br />first reading: <br /> <br /> "AN ORD~tANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1951, BY ADDING <br /> THEP~TO SECTIONS 9- 12.1, 9-12.2, 9-12.3, 9-12.t, 9-12.5, 9-12.6, 9-12.7, <br /> 9-12.8,' 9-12.9, 9-12.10, 9-12~11, 9-12.12, ~9-12.13 and 9-12.14 regulatimg <br /> the sale and dispensing of gasoline and otheP inflammable liquid at retail <br /> filling or service stations, and providing penalties for its violation." <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 1st - "I submit the attached letter from Judge William H. Anderson, Commis. <br />sioner of the Department of Highways, concerning the Collection ef tolls on the James River Bridge System between <br />Norfolk amd Newport News." <br /> <br />Om motion filed. <br /> <br /> ~th - "I Submit the attached letter from Rev. Ernest K. Emurian, Minister of the Elm <br />Avenue Methodist Church, for your consideration." <br /> <br /> 'With the complete agreement of our Lee Ward City Councilmen, H. Earl Neiseman, and our <br />Councilman-elect,Edgar Lawrence, the Elm Avenue Methodist Church .WOUld like to Offer au opening bid of $~,500.00 <br />(forty-five hundred dollars) for the b~ilding (the old fire statmon) and two lets (100 feet by 52 feet) located <br />at 1625 ~. Elm Avenue at the corner of Elm Avenue and Randolph Street, in Lee Ward, across the street from our <br />church buildings and property. Im the event of our being able to make this purchase, the building would continue <br />to serve the ward as the voting headquarters, and w~uld be available for the Lee Ward Civic Club at its regular <br />meetings. <br /> The rapid growth ef our Church and Sunday School necessitates *ar purchasing additional <br />buildings, or planning and erectiug a new educational structure. In view of the fact that this property is now <br />being used on Sunday morning by our Couples Class, through the courtesy o£ the City ~nager and our Councilman, <br />and in view of the faet~ that our Primary and Junior Departments could expand in ~he upstairs of this building, <br />we feel its purchase and use will relieve our immediate needs for additional class room space. ~e understand, <br />of course, that if the Co~ucil agrees te this, the property will have to be put up at public iau~tion. If the <br />Council prefers not to risk the public auctioning of this property, weald it be possible for our Official Beard, <br />working with the Counc~ and City Manager, to arrs~uge for us to have the use of the entire b~ilding until such <br />time as we are able to erect an adequate building for all our needs? <br /> ~e are deeply grateik~l for the past acts of kindness on the part o~ the City Manager, <br />our own Lee ~ard councilman, and the City Council, and trust that we may be able to work out ~he details of what- <br />ever plan the Co~C~ deems wisest ~d best for all concerned. Thanking you personally for .y?Ur interest and as- <br />sistance, and assurir~ you and the ouncil of the regards of our entire church and congregation, I remain," <br /> <br /> Motion of Mr. Weiseman to lay on the table and that the City Manager confer ~arther with <br />the interested parties, was adopted:. <br /> <br /> 5th - "I submit the attached report on Audit ef K.A. Bain, Jr., Clerk of the Circuit <br />Court, at the request of J. Gordon Bennett, Auditor of Public Accounts." <br /> <br />On motion filed. <br /> <br /> 6th - "I submit a letter from the Public Housing Administration aud recommend that the <br />City Manager be authorized and directed to accept the same for ~md on behalf of the City of Portsmouth." <br /> <br /> Motion of Mr. Howard that the proper authorities be authorized to signthe agreement, w~ <br />adopted. <br /> ?th - "I submit the attached sample of a full page advertisement in the Portsmouth Star <br />of the Bi-Centennial edition and~recc~mend that the~sumof $285.00 be paid frcm the Council Contingent fund for <br />the cost of the advertisement." <br /> <br /> Motion of Mr. Houghton that the City Mauager be authorized te t~ke a full page ad in the <br />Bi-Centennial edition and that a committee be appointed with the City Manager and Mr. Paul Hag~un, to draft the a~ <br />was adopted. <br /> The Chair appointed Messrs. Howard and ~eiseman. <br /> <br /> 8th - "I report that the contract for furnishing water to Norfolk County amd a large <br />number of Citizens residing therein by the City of Portsmouth, expires on ~eptember 30th, 1953, and that the tele~ <br />phone franchise with the Chesapeake and Pob omad Telephone Companyalso expires on March 13th,1953, t rectums, end <br />.that a Committee of the Couhsil be named to work with the City ManAger and City Attorney and other city offmcialsl <br />in preparing new contracts." <br /> <br /> <br />
