March 25 1997 <br /> <br />3. That this us? permit is approved subject to the following conditions: <br /> <br /> (a) The tower shall not exceed 150 feet in height and shall be equipped and <br />made available to accommodate at least one additional user. <br /> <br /> (b) The style of the tower shall be a monopole tower and located as shown <br />on the applicant's site plan. <br /> <br /> (c) The. exterior of the tower shall be an unpainted galvanized finish. No <br />markings or lighting shall be used on the tower unless required by the Federal <br />Aviation Administration (FAA) <br /> <br /> (d) The use permit shall become void if the tower becomes unused or <br />obsolete. In the event that the permit becomes void, the tower must be removed in <br />12 months. <br /> <br />(e) No signs or advertising may be attached to the tower. <br /> <br />(f) The facility must be secured with a fence. <br /> <br /> (g) Prior to issuance of a building permit, the applicant must submit plans to <br />the Building Official, certified by a qualified professional engineer, that the tower will <br />meet all requirements of the Building Code and the requirements of EIA-222F, <br />Structural Standards for Steel Antenna Towers and Antenna Supporting Structures. <br /> <br /> (h) Prior to issuance of a building permit, the applicant must provide the <br />Director of Planning with a statement from a qualified professional engineer, that the <br />non-electromagnetic radiation (NIER) emitted from the proposed facility and any <br />adjacent facilities, will not exceed ground level exposures exceeding standards <br />established by any U.S. Government agency and the American Standards Institute. <br /> <br /> (i) Any portion of the proposed facility constructed within the Virginia Power <br />easement must be approved by Virginia Power prior to construction. <br /> <br /> 4, EXPIRATION OF PERMIT: If operation of the facility is not commenced <br />within two years of the date hereof, the use permit shall expire. <br /> <br /> 5. REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Martin, Robinett, Holley <br />Nays: Pitts <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />97 - 91 - Adoption of an ordinance amending Section 35-2 of the City Code <br />pertaining to the due date, penalty, and administrative cost for delinquencies of real <br />estate taxes. <br /> <br />Recommendation: <br /> <br />· Ordinance to amend Section 35-2 of the City Code pertaining to payment dates <br /> for quarterly real estate taxes due. <br /> <br />· Those persons who are sixty-five years old or older or disabled who do not qualify <br /> for the exemption of Rea Estate Taxes provided n d v s on 2 and division 2 I of <br /> article IV of this chapter, may apply to the City Treasurer, and qualify for the <br /> th th <br /> extended quarterly installment payrnent dates of October 5 , January 5 , April <br /> 5th, and the fiscal year end date of July~th. . <br /> <br /> <br />
