March 25.1997 <br /> <br />Purpose and Need: <br /> <br />· Senior citizens receive their monthly Social Security and pension checks after <br /> scheduled quarterly due dates. <br /> <br />· This recommended change will allow the City Treasurer to extend the real estate <br /> tax due date to accommodate those citizens or others living on a fixed income. <br /> <br />Senior citizens or others who qualify may apply for an extended quarterly <br />payment date thus eliminating the current penalty and interest being assessed for <br />being late by five (5) days. <br /> <br />· Payment dates will now be October 5th, January 5th, April 5th, and July 5th for each <br /> quarter. <br /> <br />Financial Impact <br /> <br />· There will be no financial impact. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTION 35-2 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA DEALING WITH DUE DATE FOR PAYMENT FOR <br />TAXES BY CERTAIN ELDERLY AND DISABLED PERSONS." <br /> <br />Ayes: Benn. Griffin, Martin. Pitts, Robinett, Holley <br />Nays: None <br /> <br />97 - 92 ~ Adoption of an ordinance amending Chapter 22 of the City Code by <br />amending Sections 22-71 and 22-89 pertaining to motor vehicles and traffic. <br /> <br />Recommendation: <br /> <br />Ordinance to amend Chapter 22 of the City Code, Sections 22-71 and 22-89 <br />pertaining to the restriction on sales of license plates, stickers, or decals from one <br />taxpayer to another. <br /> <br />Pu_.~.~ose and Need: <br /> <br />· This ordinance restricts the unauthorized sale of license plates, stickerS, or <br /> decals from one taxpayer to another. <br /> <br />· Presently, a violation of this section of the Code is punishable with a fine of not <br /> more than $20. <br /> <br />· This Code revision changes a violation of this article to a Class 4 misdemeanor. <br /> <br />Financial Impact: <br /> <br />· There will be no financial impact. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 22-71 AND 22- <br />89 THERETO, PERTAINING TO MOTOR VEHICLES AND TRAFFIC." <br /> <br />Ayes: Benn, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> <br />
