I request that i be authorized to offer on behalf of the City to the owners of the sev- <br />eral parcels, the appraised values as set forth on the list. <br /> I recon~end that if the offers are not accepted, or if we are unable to locate the <br />owners or acquire title to the land because of the incapacity of the owners, that the City Attorney be instructed <br />to institute condemuation proceedings for the acquisition of the land. From the information we <br />have been able to secure it appears that the veterinary hospital is located in a section properly zoned for this <br />purpose and the matter complaingd of in the petition in our opinion would constitute a nuisance complaint that <br />would requ~e Court action and if such action is taken it would have to be done by the individuals affected ~y the <br /> <br /> On motion filed. <br /> <br /> 8th - "The question of debris adjacent to thorniest Norfolk Bridge was referred to th~ <br /> City Attorney and myself for a report. Captain Conklin, the owner of the property was contacted by telephone and an <br /> effort~ was made to hold a conference~ but we were advised that Captain Conklin was tod busy to confer with City of- <br /> ficials at the present time; however, he did advise the City Manager by telephone that most of the floating equi~ <br /> sent was owned by a contractor ~ud would be removed sometime between now and the month of April and that he was on]~ <br /> rentin~ space fo~ t5is equipment at th~ present time and that he had n6 intention of moving bhs other material stor~ <br /> on the premises.
