I request that i be authorized to offer on behalf of the City to the owners of the sev-
eral parcels, the appraised values as set forth on the list.
I recon~end that if the offers are not accepted, or if we are unable to locate the
owners or acquire title to the land because of the incapacity of the owners, that the City Attorney be instructed
to institute condemuation proceedings for the acquisition of the land. I believe that ten (10) days will be a
reasonable time to wait on the reply from any of the owners, as it is necessary to proceed at once with the improw

,'Parcels Recommended for Condemnation

Parcel No. Owner Location Kind of property Price

Helen Clantan Taylor 1317 Gosport Road Lot & Other
Bertha Clanton Small V~c~u~ lo~ 37.50
9 -Marion Clanton 1325 Gosport Ro~ Lots .~ , 512.75

ll Rea Clinton 1425 " " Lots & bldg. 1500o00

57 George W. From the information we
have been able to secure it appears that the veterinary hospital is located in a section properly zoned for this
purpose and the matter complaingd of in the petition in our opinion would constitute a nuisance complaint that
would requ~e Court action and if such action is taken it would have to be done by the individuals affected ~y the

On motion filed.

8th - "The question of debris adjacent to thorniest Norfolk Bridge was referred to th~
City Attorney and myself for a report. Captain Conklin, the owner of the property was contacted by telephone and an
effort~ was made to hold a conference~ but we were advised that Captain Conklin was tod busy to confer with City of-
ficials at the present time; however, he did advise the City Manager by telephone that most of the floating equi~
sent was owned by a contractor ~ud would be removed sometime between now and the month of April and that he was on]~
rentin~ space fo~ t5is equipment at th~ present time and that he had n6 intention of moving bhs other material stor~
on the premises. He also stated ~hat the property in the City of Portsmouth was originally pur.
chased to be used as a yacht basin or a ~larina~ but that he had been prohibited from using it for that purpose and
stated further that the ~aterial was stored in Norfolk County and not Lu the City of Portsmouth.
I am attaching hereto a copy of a letter to l~_r.
