<br /> Motion of Mr. Bilisoly to go into the election of the Vice Mayor was adopted.
<br />
<br /> Mr. Bilisoly nominated Pearle J. Wilson for Vice Mayor.
<br />
<br /> Motion of Mr. Hawks that the nominations be closed was adopted.
<br />
<br /> Vote being taken, Pearle J. Wilson was unanimously elected Vice Mayor.
<br />
<br /> Minutes of the regular meeting of August 27th were read and approved.
<br />
<br /> Motion of Mr. Howard to suspend the rules to hear from a delegation relative to changing
<br />the route of buses to Barlow Place, was adopted.
<br />
<br />The City Clerk presented the following petition:

<br /> "We, the undersigned, do hereby make petition for the River Park bus to continue the
<br />route as now in use, which is to go do~.~ ~oodrow Wilson Street and through Barlow Place. The residents of this
<br />route leave for work at all hours of the day end night, even some of the ladies leave for work at ll:O0 P.M.
<br />feel that we need ~a bus on this route and are entitled to one.
<br />
<br />changed in Barlow~Place.
<br />

<br />Mrs. E. F. Griffin and Mrs. W.P. Sine. one spoke requesting that the bus routes not be

<br /> Motion of ¥~. Hawks to defer for two weeks: for further study, the question of changing
<br />bus routes in Barlow Place, was adopted.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 1st - "I am submitting an agreement dated August ll, 1952, between the City of Ports-
<br />mouth, Virginia and the Virginia Railway Oompany, for an easement for a Water pipe crossiug at Suffolk terminal
<br />Mile Post 2. I reco~end that the ~City Manager ce authorized and directed to execute the agreement for and on
<br />behalf of the City o f Portsmouth."
<br />
<br /> Motion of Mr. Houghton that the City M~nager be authorized to sign the agreement was
<br />adopt ed.
<br /> 2nd - "At a recent meeting of the City Cotuucil you referred to me a request that I mak~
<br />a report on the closing o~ Gander Creek.
<br /> I am pleasee to r~port that the work of cleaning Gander Creek is practically co~
<br />pleted. The Creek has been cleaned fram its mouth at t~he Elizabeth River to its source near Elm avenue. The work
<br />has been done by manual labor and the use of the mechanicel crane equipped with a clam shel_l bucket.
<br /> Hundreds of cubic yards of sediment ~nd debris have been removed from the cha~nel
<br />of the stream and the cost will amount to between two ~ud three thousand dollars. ~n or~er to keep the stream in
<br />proper condition, it will be necessary to do this work annually.
<br /> A close inspection was made and there was no indication that there was any raw
<br />sewage entering the stream. There is a cleaning and pressing plant and one laundry locate4 along the stream which
<br />discharge their wash w~ter into the stream, but apparently this is no hazard to the health of the co~mmnity."
<br />
<br /> On motion filed.

<br /> 3rd - "I submit the attached letter from N~s. LjH' cherry and recon~end that the sum of
<br />$~59.29 be refunded to ¥~s. Cherry, representing the a~ol~t that her late husband, Inspector Cherry, paid into the
<br />Retirement Fund of the Police Department...
<br />
<br /> On motion 6f~. Sturtevant, the reDiud of $~59.29 was granted Mrs. L.H. Cherry.
<br />
<br /> 4th - "I submit a form of release of all demands for the purpose of r~liev~ug the Eliza-
<br /> beth RiVer Tunnel Commission and the Tidewater ConstrUction Corporation of Norfolk, Virginia, from further claims
<br /> for damage to Court Street between Clifford Street and the Seaboard Airline Railroad tracks, the amount of the clai
<br /> being $6,1~4.00.~
<br /> I recommend that the City accept this amount and that the City Manager be autho-
<br />rized and directed to execute the release for and on behalf of the City."
<br />
<br /> Motion of Mr. Sturtevant to concur in the ~eco~mendati0m of the City Manager and that
<br />the City M~nager be authorized and directed to execute the lease, Was adopted.
<br />
<br /> 5th - "It is necessary for the City of Portsmouth to acquire the parcels of land shown
<br />on the attached list, for the purpose of widening and improving the Gospor% Road between Alex--~nder's Corner and
<br />Elm Avenue.
