effect this transfer, it is necessary for the passenger to get off the incoming Truxton bus at Effingham Street andl
Gespgrt .Road and walk two blocks to the Cradock bus, and vice-versa if' comizg in on the Cradock bus. In inclement
and blustery weather, this entails an unnecessar7 hardship on the passenger; and on no other bus line of the
V.E.P.Compauy in Portsmouth does such a condition obtain. It does appear that this is not the logical place for a
transfer, as in all othe~ c~ses of trmisfer it is'affected at the first poiht where the two lines meet.
The condition as outlined above is bad enough in itself adverse weather situations,
but at dusk and late night time p~seengers transferring at these points, and especially femals, are exposed to the
hazar~ of molestation. The coxWaer of Green St. ,~d Gosport Road is a dark and bleak waiting point to transfer,
and there have been several complaints of molestation of women by sailors and others in ears orafoot, to such am
extent that many of them ride all the way downtown and pay an additional far~ to get either to Cradock or to their
homes in Truxton. This, we think, is an unnecessary hardship in the matter of double fare; and although protesta-
tions have been mad~ to the V.E.P.Co.,-by individuals concerned and also, in some cases, by their employees in
Cradock. The V.E,P. Company refuses to make any change~ stating their transfer points are established by City
Council, and can not be changed except by that Body. t is not known whether or not this is the case, hut at any
rate, we believe the City Council should bring pressure on the V.E.P.Company for the welfare of those who are sub-
jected to the conditions enumerated, which are fraught with danger to one's person."
· l~-ot'ion of Mr. Lawrence to refer to the City Manager with the request that he confer
with the Portsmouth Transit Company and recon~end a more satisfactory traD~sfer point on these bus lines, was
adopted.
l(otion of Mr. Howard that the City Council go on record as requesting the Portsmouth
Transit Company to increase its service on all bus lines from now thruugh the Christmas season, and that the City
Manager contact the Transit Company immediately, was adopted.

"Attached is a letter addressed to the Portsmouth City Council, signed by J.B.Jasper,
concerning taxes on lot 229 on the plat of the Western Branch Land Company. The facts stated in the letter appear
to be correct and the land from 1926 to 19~? was assessed in the name of James ~. Jackson,Jr., when 'it should have
been assessed in the name of John ~. JasDer,Jr. No taxes have been paid on theland si~nc.e 1925. Prior to 1932, the
land was assessed for $150.00, and since then it has been assessed for $100.00. The lmen of the taxes from 1925
to 1931 is barred by the State law~ and there is mo question about the assessments for 19~8 to 1952, inclusive.
There are nnmerous errors on the laud books of this nature."
