<br />Minutes of regular meeting of November 25th, 1952, were read end approved.
<br />The following notice of hearing of zoning changes was read:

<br />"Notice of Hearing of ~oning Changes.
<br />Pursuant to the provisions of th~ Zoning Ordinance, notice is hereby given that
<br />a public hearing will be held at 7:30 P.M., on Tuesday, Dec-re%er 9, 1952, in
<br />the Council Cha=~er, Municipal Building~ Portsmouth, Virginia, for the purpose
<br />of altering zones and reclassifying the following property:

<br /> 1. L.E. Baker to rezone lots 29 and 30, block 18,
<br /> the northwest corner of Nelson St. and Washington St.,
<br /> beginning 0 feet north from Nelson Street, fronting
<br /> 50.5 feet on the west side of Washington Street by
<br /> log feet deep from Two Family Class C to Comaercial
<br /> Class G."

<br />"The regular meeting of the Planning and Zoning Commission was held in the
<br />Council Cham~er on November 13, 1952.The application of L E Baker was consi-
<br />dered and the'Plannin~ and Eoning Comission respectfully submits the following
<br />recomnendation for your approval:

<br />L E Baker to rezone lots 29 and 30, block 18, the northwest corner of Nelson end
<br />Washington Sts., beginning 0 feet north from Nelson St., fronting 50.9 feet on
<br />the west side of Nashington ~t., ~y 105 feet deep from Two Family Class "C" to
<br />Commercial-Class "G".This application was unan!w~usly approved with a setback
<br />line of 30 feet to provide for the future extension of Washington Street.
<br />For your information, this is to advise you that Wm. B. Spon~, Jr. was appointed
<br />to the Planning and Zoning Commission by M~or F.A. Duke, to fill the vacancy
<br />created by the resignation ~f_ G. C. Roberts.
<br />The annual election of officers was held,.with the followin~ results:

<br />The following reports from the City Manager/~ were read:

<br />1st - "I submit th e following resolution for your consideration:

<br />'%q{EF~AS, it has been reported to the Council of the City of Portsmouth, Virginia,
<br />by the President of the Portsmouth Dental ~ociety, theft there are only thirty-
<br />two practicing dentists serving the entire area of our City and a portion of
<br />Norfolk County, with an estimated pO~Alatiom between one hundred fifty end one
<br />hundred seventy-five thousand people, and
<br /> WHEREAS, a reduction in the number of dentists in Portsmouth would seriously
<br /> affect the health service in this area,
<br /> NC~, T~RR~0RE, Be it Resolved by the Council of the City of Portsmouth,
<br /> that Portsmouth Selective ~ervice Board ~86, Norfolk County S~leo%ive Service
<br /> Board ~82, Army, Navy Reserve Officer Procurement Offices and the Virginia
<br /> Advisory Co,~tee to Selective Service, be asked, when selecting men of the
<br /> dental pro~ession for the Armed Services, to give serious consideration to
<br /> the ~hortage of dentists in Portsmouth and vicinity, and the effect of re -
<br /> moving from this area dentists who are so badly needed to protect the health
<br /> of our citizens, ~nd
<br /> Be it F~ther Resolved, that a copy of this~, resolution be spread upon the
<br /> minutes of the Council, and that a copy be sent to each of the Beards and
<br /> offices mentioned in the preceding paragraph."

<br />On motion of Mr. Howard, said resolution was adopted.
<br />
<br /> 2n4 - ,,t submit the attached contract between the United States Government of America
<br />and the City of Portsmouth for the supplying of sewage treatment and I recommend' that the Mayor of the City of
<br />Portsmouth be authorized to execute the same for and o~ behalf of the City of Portsmouth and that the City Clerk
<br />be authorized ~o attest the same and affix the City seal the?etc."
<br />
<br /> Motion of Mr. Houghton that the proper city officials, be authorized to sign the contract
<br />and that the City Clerk be authorized to attest and affix the city' s seal thereto, was adopted.
<br />
<br /> 3rd - "I submit the attached letter from John J. Brown, President, Lee Ward Civic Club,
<br />for your consideration."
<br />
<br /> Attached - "I wish to invite your attention to a- matter concerning the transfer system in force by
<br />the Virginia Electric ~ Power Company in the operation of its bus service in the City of Portsmouth, and to e~ -
<br />list your good offices in improving the situation. 1
<br />The V.E.P.Oompany maintains a transfer point at the corner of Green St. and Gospor~
