January 8, 2002 <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby <br />agrees to pay its share (10%) of the total cost for preliminary engineering, right-of-way <br />and construction of this project in accordance with Section 33.1-44 of the Code of <br />Virginia (1950), as amended, and that, if the City of Portsmouth subsequently elects to <br />cancel this project, the City of Portsmouth hereby agrees to reimburse the Virginia <br />Department of Transportation for the total amount of the costs expended by the <br />Department through the date the Department is notified of such cancellation." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br />Absent: Pitts (Mr. Pitts briefly left the meeting) <br /> <br />02 - 11 - Adoption of a motion to approve an agreement between the City of Portsmouth <br />and the Virginia Department of Transportation for construction of the Pinners <br />Interchange improvement. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to approve an agreement between the City of Portsmouth and <br />the Virginia Department of Transportation (VDOT) for construction of the Pinners Point <br />Interchange improvements. <br /> <br />Purpose and Need: <br /> <br />· VDOT has completed the bidding process and is preparing to proceed with the <br />Pinners Point Interchange improvements. Final approval requires that the City sign a <br />City/State agreement for the project, which will be administered by VDOT. <br /> <br />Financial Impact: <br /> <br />· The City's share of the project is $232,000, in addition to our commitment to use a <br />portion of the City's annual urban fund allocation to reimburse the revolving toll facilities <br />account for the funds contributed to the project from that source. City matching funds <br />will be appropriated from the Capital Improvements Fund and can be distributed over <br />the four-year duration of the project. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to approve an agreement <br />between the City of Portsmouth and the Virginia Department of Transportation for <br />construction of the Pinners Point Interchange improvement, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 12 - Mr. Griffin offered the following the nominations for the following Boards and <br />Commissions: <br /> <br />AMERICANS WITH DISABILITIES COMMISSION <br /> <br />Martha H. Moorehead to be appointed for a three year term ending December 31, 2004, <br />replacing Joan M. Patterson. <br /> <br />Sherry J. Warren to be appointed for a three year term ending December 31, 2004, <br />replacing Deborah A. Prost. <br /> <br />Rodger L. Moody to be reappointed to fill a three year term ending December 31, 2004. <br /> <br />COMMISSION OF ARCHITECTURAL REVIEW OLDE TOWNE/TRUXTUN/CRADOCK <br /> <br />Kathleen Bliss to be appointed to fill an unexpired term ending April 30, 2004, replacing <br />Scott C.
