January 8, 2002 Purpose and Need: · The current location is too small to accommodate the number of voters in the precinct, which currently has 3,273 registered voters, and there is limited parking for voters. · The proposed location is 1000 feet from the current polling location, is handicapped accessible, and has 246 parking spaces with handicapped parking, Financial Impact: · The financial impact will be minimal, such as notifying voters of the new precinct change. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 10-121 THEREOF PERTAINING TO THE VOTING PLACE FOR PRECINCT NO. 38." Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley Nays: None Absent: Pitts (Mr. Pitts briefly left the meeting) 02 - 10 - Adoption of a resolution requesting the Virginia Department of Transportation to establish a construction project for the installation of railroad crossing signalization on Lee Avenue south of Cleveland Street. Recommendation: · Adoption of a resolution requesting the Virginia Department of Transportation (VDOT) to establish a construction project for the installation of railroad crossing signalization on Lee Avenue south of Cleveland Street. Purpose and Need: · A percentage of Surface Transportation (STP) federal funds are set aside for rail- highway grade crossing improvements through VDOT. The City applied for and received funds in the amount of $60,000 for flashing light signals at the Lee Avenue crossing, which is heavily traveled by port-related rail and truck traffic. The City is required to adopt the resolution requesting the project in order for VDOT to proceed. Financial Impact: · The project will be funded with 90% State funds and 10% City funds. share will be $6,000. These matching funds will be taken from maintenance funds. WHEREAS, in accordance with Virginia Department of Transportation construction allocation procedures, it is necessary that a request by Council resolution be made in order that the Department program an urban highway project in the City of Portsmouth. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby requests the Virginia Department of Transportation to establish a project for the improvement of the Lee Avenue railroad crossing, 0.07 miles south of Cleveland Street.
