January 8, 2002 <br /> <br />Purpose and Need: <br /> <br />· The current location is too small to accommodate the number of voters in the <br />precinct, which currently has 3,273 registered voters, and there is limited parking for <br />voters. <br /> <br />· The proposed location is 1000 feet from the current polling location, is handicapped <br />accessible, and has 246 parking spaces with handicapped parking, <br /> <br />Financial Impact: <br /> <br />· The financial impact will be minimal, such as notifying voters of the new precinct <br />change. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 10 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 10-121 THEREOF <br />PERTAINING TO THE VOTING PLACE FOR PRECINCT NO. 38." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br />Absent: Pitts (Mr. Pitts briefly left the meeting) <br /> <br />02 - 10 - Adoption of a resolution requesting the Virginia Department of Transportation <br />to establish a construction project for the installation of railroad crossing signalization on <br />Lee Avenue south of Cleveland Street. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution requesting the Virginia Department of Transportation <br />(VDOT) to establish a construction project for the installation of railroad crossing <br />signalization on Lee Avenue south of Cleveland Street. <br /> <br />Purpose and Need: <br /> <br />· A percentage of Surface Transportation (STP) federal funds are set aside for rail- <br />highway grade crossing improvements through VDOT. The City applied for and <br />received funds in the amount of $60,000 for flashing light signals at the Lee Avenue <br />crossing, which is heavily traveled by port-related rail and truck traffic. The City is <br />required to adopt the resolution requesting the project in order for VDOT to proceed. <br /> <br />Financial Impact: <br /> <br />· The project will be funded with 90% State funds and 10% City funds. <br />share will be $6,000. These matching funds will be taken from <br />maintenance funds. <br /> <br />The City's <br /> City highway <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO ESTABLISH A CONSTRUCTION PROJECT FOR THE <br />IMPROVEMENT OF THE LEE AVENUE RAILROAD CROSSING, 0.07 MILES SOUTH <br />OF CLEVELAND STREET. <br /> <br /> WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by Council resolution <br />be made in order that the Department program an urban highway project in the City of <br />Portsmouth. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it hereby requests the Virginia Department of Transportation to establish a <br />project for the improvement of the Lee Avenue railroad crossing, 0.07 miles south of <br />Cleveland Street. <br /> <br /> <br />
