Lynch. <br /> <br />Michael J. Massie to be appointed for a four year term ending December 31, 2005, <br />replacing John Spence. <br /> <br />LIBRARY BOARD <br /> <br />Wanda Russo to be appointed for a three year term ending November 30, 2004, <br />replacing Raymond V. Cicirelli. <br /> <br />Theodora B. Mason to be reappointed to fill a three year term ending November 30, <br />2004. <br /> <br />Bryan K. Meals to be reappointed to fill a three year term ending November 30, 2004. <br /> <br />WETLANDS BOARD <br /> <br />Sheila Elliott to be appointed to fill an unexpired term ending May 31, 2003, replacing <br />Giovanni Donatelli. <br /> <br />Brian J. Pitts to be reappointed to fill a one year term ending February <br />28, 2003. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nominations, <br />and there being no further nominations, the above nominations were adopted by <br />unanimous vote. <br /> <br />02 - 13 - Items Submitted by Council Members <br /> <br />Vice Mayor Griffin spoke on news articles in the Virginian Pilot in reference to <br />Portsmouth tax exemptions. <br /> <br />Councilman Robinett referred to a memorandum received by Council and requested <br />that Management and the City Attorney's office look at the City Code Sections 37-64 <br />and 37-101 on the issuance of taxicab permits and to come back with any <br />recommendations in 90 days. <br /> <br />Vice Mayor Griffin commended Cradock on the beautiful Christmas decorations in <br />their area. <br /> <br />Councilman Pitts spoke on the five new buildings in the Mid-Town area. <br /> <br />Councilman Whitehurst requested information on the City of Portsmouth 250th <br />Birthday be made available for citizens. <br /> <br />02 - 14 - Non-Agenda Speakers <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the Resolution #9, "State of the <br /> Region". <br /> <br />2. Frank Harte, 3403 Dogwood Drive, spoke on a Commission for Public Safety. <br /> <br /> <br />
