This is for the information of the Council." <br /> <br />On motion filed. <br /> <br /> 6th- "I am submitting a map requested at a previous council meeting showing the lots near th~ <br />Westhaven School building requested by the Superintendent of Schools ~o be p~rchased for additional playgrounds <br />for the Westhaven Schools. I recommend that the property be purchased and that an appropriation in the sum of <br />$12.000.00 be placed on its first reading for the purpose of purchasing the lots, the fund to be allocated from <br />the Utility Tax funds earmarked for school purposes." <br /> <br /> Motion of Mr. Houghton ~o place an appropriation of $12,000.00 from the Utility Tax fund for <br />said purpose, on first reading, was adopted. <br /> <br /> 7th - "I am submitting the map of the proposed extension of Broad. Stree~ ~o connect with Glas- <br />gow Stree~a~ its intersection with Kirn Street, requested by the Council at a previous.meeting. <br /> I recommend that-the matter be referredto ~he Planning Commission for report." <br /> <br /> Motion of Mr. Howard ~o concur in the recommendation of the City ~anager was adopted. <br /> <br /> 8th - "I submit the attached resolution received from the Municipal Corporation of Cape Charles <br />Virginia, for your information." <br /> <br />"WHEREAS, the newspapers, radio and television have carried statements th~,the <br />Pennsulvania Railroad (N.Y.P. & N. Railroad Ferry Company) may discontinue the <br />ferry service between Cape Charles, Old Point Comfort and Norfolk, if the ferry <br />boat Elisha Lee does not pass the Coast Guard inspection on February 2Sth, 1953, <br />and <br /> WHEREAS, the continued operatimn of such ferry service isa public convenience <br /> and necessity, and in the local~ state and national interests; therefore, <br /> Be it Resolved that the Council of the Town of Cape Charles _opposes the abandoning <br /> of said ferry service and petitions the PennsNlvania Railroad Company to continue <br /> said ferry service <br /> Be it Further Resolved that copies o£ this resolution be sent re the said Pennsyl- <br /> vania Railroad Company and to the Corporation Commission of Virginia. <br /> <br />(Signed) A.F. This is for your information and consideration." <br /> <br />Motion of Mr. Howard to refer back to the City Manager and the Planning Commission,was adopted. <br /> <br /> llth - "The question of expediting the repairing and resurfacing of streets inWilson and .Ty- <br />ler Wards was referred to me for a report. I have instructed the City Engineer ~o use every effort to have the <br />streets repaired as rapidly.as possible~and~keepthemin~good eondition; however, weft'her conditionshave been <br />such recently that it has been almost impossible to keep the srreezs in good condition-where they have been rom <br />up for the purpose of installing the sanitary sewers. I have placed an order for a small plant mix machine that <br />is portable and cma1 be used for the purpose of maintaining and repairing these streets. This machine will be pu~ <br />in operation immediately and will be used ~o make necessary repairs as rapidly as weather conditions will permit. <br /> <br />On motion filed. <br /> <br /> 12th - "The question of off-street parking in the Tyler Crescent area north of Hartford St. <br />was discussed at a recent meeting of Council. I submit the attached copy of a letter written to Mr ~artin by th~ <br />City Engineer, Mr. Bergeron." <br /> <br />On motion filed. <br /> <br /> 13th - "There has existed in the City of Portsra~uth a condition whereby the publicofficials <br />of the State, County and City have been granted permission ~o park inme~er zones~and ether places.withou~ paying <br />the meter nharges~ndit has r. eached the stage~ where the public is commenting on the use of these spaces by public <br />use cars% and sincewe can find no legal amthox~ity for the use of these areas, the Police Department has h~gunth~ <br />practice of issuing notices of tr~fic violations to all cars so parked. <br /> In my opinion, it is necessary at times for the p~blic~use cars ~o park inmetered <br />zones-and of course there is no provision for.reimb%hrsing the employees of theCity for zhe cost 'o~ 'placing nic- <br />kles in the p~urking meters~snd since it is_a pnblic~use, I ~ili appreciate it if theCouun±lw~ll amend the traf- <br />fic code of the City in such a way as ~o permit a limited amount of "p~rking. <br /> I suggest that either a committee be named by the Council or the ~yor to bring in a <br />suggested amendment or that the~matter be referred to the .~ty M~nzger with a request that he make a study and <br />bring in such a recommendation." <br /> <br />Motion of Mr~ Howard .to suspend the l~lles to hear from anyone interested, was adopted, <br /> <br /> <br />
