<br />Minutes of regular meeting held on January 27th, 1953 were read' and approved.

<br />The following letter from~ the Planning a~d Zoning Commission wasread:

<br />Commission considered andrespectfully submits the following amendment to Article XII of'the Code of the City of
<br />Portsmouth, Virginia, 1951:

<br />"ANORDINANCE TO AMEND,THE.CODE OF TBE CITY OF PORTSMOUTH, VIRGIN;~A, 1951,
<br />BY ADDING THERETO ITEMS 15-16 and 17 to SECTION 32-50 OF -ARTICLE XII
<br />LATING TO THE USE OF BUILDINGS"

<br /> Be it ordained~hy the Council of the Cityof Portsmouth, Virginia, that Section 32-50 of
<br />Article XII of the Code of the City of Portsmouth, Virginia, 1951, be amended by adding thereto items 15-16 and
<br />17 as follows:
<br />
<br />15 - Juak Yards, Auto Wrecking, Iron or Rags Storage or Baling.
<br />
<br />16 - Smelting of Tin, Copper, Zinc or Iron Ores
<br />
<br />17 - Stockyards or slaughter of animals.'~

<br />Motion of Mr. Howard to place'said ordinance on first reading was adopted.

<br />The Committee appointed .on the question/of increase in gas rates reported:
<br />
<br /> "Your committee on the proposed increase in gas rates by. the Portssmouth Gas Company reports
<br />
<br /> 'The records and reports submitted by the Portsmouth Gas Company were examined and analyzed
<br />by your committee and a sub-committee visited the engineering and accounting staff of the State Corporation Com -
<br />mission and madea lengthy and thorough study of an andit by the Commission's personnel as well as a lengthy con -
<br />ference'mwi~h 'the'~eugineering andau~itingstaff cT the Corporation Commission.at which timeall phases of the rate
<br />change were discussed.and from all the information that your committee has been ableto compile, we find that with
<br />the increased ra~e 'requested By the Gas Company, thei~ earnings on their investment~in the~City of Portsmouth will
<br />be only 3.8%and weare of the opinion that the Portsmouth Gas Company~cannot efficiently operatetheir plant in
<br />
<br /> We therefore recommend that the Council not oppose the increase in rates requested by lthe
<br />Portsmouth Gas Company.

<br />On motion of Mr. Houghton, the recommendation of the Committee was adopted, and by the fol -

<br />Thefollowing reports from the City Managerwere read:

<br /> lst.- "I recon~nend that an appropriation in the~um of $1,250,000.00 from the Sewer Bond
<br />Fund be placed on its first reading, for the construction of~sewers in the annexed territory.'
<br />
<br /> Motion of Mr. Houghton to place an appropriation of $1,250,000.00 for said purpose on first
<br />reading, was adopted.
<br />
<br /> 2nd - -"I call your attention to Chapter 620 of an Act ~o limit the period for introduction
<br />of certain b±lls for consideration by the General Assembly of Virginia. The purposeof thisis to enabte the
<br />Council to determine any bills or amendments to the City Charter that they desire to have presented at the next
<br />session of the Legislature mn order that they may be prepared in advance and be presented before the deadline pro-
<br />~ided for in the Bill."

<br /> 3rd - "I submit the~attached letter ~rom the Secretary~Treasurer~of the Sinking Fund Com-
<br />mission and recommend that the City make proper arrangements for refunding the $600,000.00 of bonds due June l,
<br />1954. When this is done, the Sinking Fund~will be s~fficient~to retire all'outstanding bonds (term bonds) and
<br />will not require additional refunding of any of such bonds in the future and will place the City in a splendid fi
<br />nancial condition from the standpoint of its bonded indebtedness."
