February 10th, 1953. <br /> <br />Nr~ C.L. Cain spoke~with reference to his parking mn parking meter zones while on official bust- <br /> <br /> Motion of I~r. Howard to refer to the City Manager and Chief of Police to make recommendation at <br />the next Council meeting, was adopted. . <br /> <br />UNFINISHED ~BUSINESS - <br /> <br /> An appropriation of $13,000.00 from Utility Tax Fund to purchase lots adjacent to the I.C.Noreom <br />High School, on Chestnut Street, placed on first reading at last meeting, wastaken up. <br /> <br />Motion of Mr. Warren ~o appropriate $13,000.00 for said purpose, was adopted and by the £ollow- <br /> <br />ing vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Duke,'Bilisoly, Grimes,'Hawks, <br /> Lawrence, Warren, Wilson <br />None <br /> <br />Houghton, Howard, Smith, Sturtevant, <br /> <br />App~eyed - <br /> <br />- NEW BUSINESS - <br /> <br />On motion of Nm. Howard, the following resolution was adopted: <br /> <br />"Be it Resolved by the Council of the City of Portsmouth, Virginia, that the Electoral <br />Board of the City of Portsmouth be, and they are hereby requested .to open a poll on the <br />fourteenth day of April, 1953, or'qualified vo~ers of the Cit~ who were qualified to <br />vote at the last general election held in the City; to vote upon the question: <br /> <br />Shall the Council of the-City of Portsmouth adopt an ordinance to provide for <br />Daylight Savings Time? <br /> <br />The ballot shall be prepared, by the Electoral Board in the form prescribed for <br />special elections and the election shall be conducted ateach~polling. Jplace mn <br />the City by two judges and one clerk and the results~ha11 be certified by three <br />commissioners to be appointed for that purpose to the Clerk of the Court of <br />Hu~tings of the City of Portsmouth, and To the Clerk of this Council;~ <br /> <br />The Clerk of this Council shall give notice of such election by advertisement <br />in one or more newspapers having general circulation in this City, for fifteen <br />days prior to the date of the election. <br /> <br />The expense of such election shall be paid by ]the .City of Portsmouth. <br /> <br />On motion adjourned. ·_ . : ~ .... ~ ~//~~,~ <br /> City' Clerk <br /> <br />President <br /> <br /> <br />
