ADd! 8. 1997 <br /> <br /> Motion by Mr. Clemons to defer consideration of the use permit until the April <br />22, 1997 regular meeting, and was defeated due to a lack of a second. <br /> <br /> Substitute motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that UP-97-04 be denied, and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Martin, Pitts, Robinett- <br />Nays: Clemons, Holley ~ <br /> <br />(b) CA-97-02 CITYWIDE - Proposal to amend the Zoning Ordinance pertaining to <br /> Home Occupations. <br /> <br />Shawn Brock, 154 Gillis Road, spoke in support of the proposed rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that CA-97-02 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />-UNFINISHED BUSINESS - <br /> <br />97 - 70 - Public hearings on a code amendment and a use permit: <br /> <br />(a) CA-97-01 CITYVVIDE - Request of the City of Portsmouth for a code <br /> amendment to permit residential care facilities within Residential <br /> Single-Family RS-75 zoning districts with the issuance of a use <br /> permit, deferred from the regular meeting of March 11, 1997. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the <br />recommendation of the Planning Commission that CA-97-01 be approved on first <br />reading, and was adopted by a vote of 4-3 (Griffin, Pitts, Holley). <br /> <br />(e) UP-97-05 CAVALIER MANOR NEIGHBORHOOD- Request of Paul Battle for a <br /> use permit to expand a residential care facility at 914 Dandridge <br /> Drive, deferred from the regular meeting of March 11, 1997. <br /> <br />1. Paul Battle, 914 Dandridge Drive, provided information on the proposed use <br />permit. <br /> <br />2. Nancy Bivens, 908 Basie Crescent, spoke in opposition tothe proposed use <br />permit. <br /> <br />3. Tyrone Hines, 946 Vermont Avenue, spoke in suppo;rt of the proposed use permit. <br /> <br />4. Elijah Sharp, 702 Hancock Avenue, spoke in opposition to the proposed use <br />permit. <br /> <br />5. Steve Lieberman, 3333 B. Stationhouse Road, provided information on the <br />proposed use permit. <br /> <br /> Motion by Mr. Berm, to allow Mr. Lieberman two additional minutes, but the <br />motion failed due to a lack of a second. <br /> <br />6. Ray Smith, 1314 Coltrane Drive, spoke in opposition to the proposed use permit. <br /> <br />7. Evelyn Edwards, 914 Daindridge Drive, spoke in support of the proposed use <br />permit. . <br /> <br />8.
