O0 <br /> <br />April 8; 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, April 8, 1997. there <br />were present: <br /> <br /> Mayor James W; Holley Ill Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett. Jr., J. Thomas <br />Berm II1. Ronald W. Massie, City Manager, G. Timothy Oksman City Attorney, <br /> <br /> Councilman Benn opened the meeting with prayer which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in'attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Martin. to approve the minutes of a <br />Called Meeting on March 24, 1997; a Called Meeting on March 25. 1997; a Regular <br />Meeting on March 25, 1997; a Called Meeting on April 1, 1997; and was adopted by <br />unanimous vote. <br /> <br />97- 107- Presentation: <br /> <br />Proclamation presented to the Honorable Martin Bullock, Commonwealth <br />Attorney and Diane Bryant, Victim Witness Coordinator for "National Crime <br />Victims' Rig hts Week." <br /> <br />· Proclamation presented to Susan Frey and Hilari Devine for "Children's Care <br /> Fund Day." <br /> <br />· Proclamationpresented to Adelaide Eberly for"Arbor Day." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to consider agenda <br />items 97-109 and 97-70 prior to the public hearing onthe operating budget, and was <br />adopted by unanimous vote. <br /> <br />97- 109 - Public hearing on a use permit and code amendment: <br /> <br />(a) UP-97-04 SHEA TERRACE NEIGHBORHOOD -Request of New Light Baptist <br /> Church for a use permit to operate a church/youth center at 300 <br /> Williamsburg Avenue. <br /> <br />1. Rudolph Lewis, 5549 Indian River Road, spoke in support of the proposed use <br />permit and requested deferral of consideration. <br /> <br />2. Maggie Byrd, 4464 Smokey Wake Drive, spoke in support of the proposed use <br />permit and provided information on church activities. <br /> <br />3. Martha Ann Creecy, 312 Dinwiddie Street, spoke in opposition to the proposed <br />use permit. <br /> <br />4~ Nancy LaMartin, 313 Chesapeake Avenue, spoke in opposition to the proposed <br />use permit. <br /> <br /> 5. Martin Smith-Rodden, 1731 Barron Street, spoke in opposition of the proposed <br /> use permit. <br /> <br /> 6. Cadeen Smith, 166 Webster Avenue, spoke in opposition to the proposed use <br /> permit. <br /> <br /> 7. Col. Jim Booker, spoke in support of the proposed use permit. <br /> <br /> 8. Alvin Palmer, 1717 A Street, spoke in support of the proposed use permit. <br /> <br /> <br />
