They have demonstrated an interest in one acre of land. It is a machine and <br />welding shop~ working exclusively on diesel, engines and the. estimated employmen~ will <br />only be about 12 people, but there are prospects that this may build up ~o a larger <br />force, The firm pays~very good wages, uses skilled help and expects to erect a <br />building on lhe premises. Clary, Bridge Engineer of the De- <br />concerning the proposed bridge over Bath's Creek at the City i~ark. This is being presented <br /> <br /> Attached - 'Subseqwen~ toyouryisit~to my 9~fi~e, we hame been studying the proposed <br /> crossing of Bath'S Creek on Route 704. <br /> Preliminary studies indicate that the twenty foot span shown on the preliminary road plans <br />is too small. We are studying the matter in more detail to determine.~the minimum size structure, that will adequate. <br />ly serve the purpose. <br /> As soon as these studies have been completed, we will make application to the U.S. Army Dis- <br />trict Engineer for a permit-, since it, is pun. understand%ns that Baim's Creek is classed as a navigable stream. <br />Once this permit is secured we will proceed with preparation of detailed plans. In view of the above, it is un- <br />likely that we could have contract plans ready before ~ate summer or early fall. <br /> <br /> Motion of Mr. Howard that a committee he appointed to precept a resolution to the State High <br />way Department stressing the necessity for and.to expedite the construction of the new bridge over Bait's Creek <br />to City Park, and that the Norfolk County Board or'Supervisors b~ requested.to adopt a similar resolut£on, was <br />adopted. <br /> Motion of Mr. Howard that the State Highway Department be requested to set a load limit on <br />the present bridge to City ~ark, was adopted. <br /> <br /> 12th ~ "I~_am attaching hereto for yo~r information a report from the firm of Williams, Cole <br />and Blanchard concerning the possibility of ~lte~ing the~ ciSy incinerator to providp~ Steam heat for the housing <br />project. I recommend that the question of alterations to the incinerator recpive~ur~he~.stu~y,'' <br /> <br />On motion filed. <br /> <br /> 13th - ".I am atSaching hereto a letter from the Director of Public Works, and concur in his <br />recommendation thatmShe City. employ an engineering firm, if it is the desire of the Council to proceed with the <br />work at 'this time." <br /> <br /> We have given considerable thought.and time to the request of the Council regarding the com- <br />prehensive plan, design ~nd estimate for a storm drain system and curbs and gutters in Wilson and.Tyler Wards. <br /> If this plan knd design is properly done, it is going to take much more time and personnel <br />than~he Public Works Department has.available, t am sure you feel as I do that if it is done, it should be done <br />properly. In my opinion, it will be much more economical to the City in the long run, to engage a firm of outside <br />consulting engineers for this design. They will be able to work continuo~tsly and without interruption until it is <br />completed. As you know, we are now constructing, a Sanitary sewerage system in. these wards anxl I ~hink it would be <br />advisable ~o wait nntil this work' is completed before we start o$ the design. We could in the meantime get prices <br />to see how much the cost will be for the engineering, for the overall comprehensive plan." <br /> <br /> Motion of Mr. Howard that the City Manager be authorized ~o secure bids from engineering <br />firms to do this work and veport back to the City Ceuneil, was~dopted. <br /> <br /> 14th - "For many months, the City has been endeavoring to secure the titleto a lbuilding <br />cared on theCity Farm propertyand constructed by the Federal Government which is now being used for school pur- <br />poses by the~School Board of NorfolkCount~. ~e ha~e.~een.a~sured that if a lett~r,a copy of which is attached <br />hereto, will be-presented to the Norfolk County School Board, the Government will turn over ~o the County .the <br />b~ilding in question. The County then in turn is to.~urn the?building over to the Cily of Portsmouth without <br />cost to the City. I recommend that-I he auShorized to deliver the letter to the Superintendent of Norfolk County <br />Schools." <br /> <br />~otion of Mr. E~wks to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 15th - "At a previous meeting of the City Council~ the question of the $5.00 meat permit <br />was referred to me with a request that I confer with ~r. DeLo~fch, President of the Re%ail Grocers Association. I <br />met with Mr. BeLoatch yesterday-and he has requested in behalf of.hisAssoci~tion that the Council amend the City <br />Code to eliminate the $5.00 annual permit fee. The amount of money involved under theordinance is approximately <br /> <br /> <br />
