April 14th, 1953. <br /> <br />At a regular meeting of the City Council ,'held on April 14th, 1953, there were present: <br /> <br />Fred A. Duke,Frank N. Bilisoly,Jr,, George L. Grimes, R.E. Hawks, C.C. Houghton,Jr., <br />J.~N. Howard~ Edgar W. Lawrenee, R. Irvine Smith, E. R. Sturtevant, C.E. Warren, <br />Pearle J~ Wilson, I~G. Vase, City ~ager, and R. C. Barclay, City Atterney. <br /> <br />Minutes of regular meeting held on March 24th, 1953 were read ~d approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> let - "I submit the attached Easement Agreement between the City of Portssmouth,Virginia <br />end,the Portsmouth Gas Company, for an easement over and across the property known as the City Farm and I recom - <br />mend that the Mayor be authorized and directed to execute the'same for and on behalf of the City and that the <br />City Clerk be directed to attest the same and affix the city seal thereto." <br /> <br />~otion of ~zr. Houghton that the proper city officials be authorized to sign, was adopted. <br /> <br /> 2nd - "I submit She attached easement covering pipe line crossings under the Atlantic Coast l <br />Line Company's railroad tracks at Chesterfield Avenue and Fairfax Avenue, and recommend that 2±he proper eity of - <br />ficials be authorized and directed to execute the same for and on behalf of the City of Portsmouth and that~he <br />City Clerk be directed to attest the same and affix the city seal thereto." I <br /> <br /> M. otion of Mr. Houghton that the proper city officials be.authorized to signthe agreementinfor <br />and that the City Clerk be directed to attest same and affix the city seal, was adopted. <br /> <br /> 3rd - "I submit the first report from the Delinquent Tax Collator. This is for your <br /> <br /> On motinn filed. <br /> <br /> 4th - "I submit the attached list of taxes from J.L. Jolliff, Delinquent Tax Collector, <br />with his request that they be relieved since the lot~ are now owned ~y the City of Portsmouth~also a list of taxes <br />on property which o~ners agree to deed ~o the City in consideration of taxes being relieved. <br /> I recommend that the matter be referred to the City Attorney ~nd if it is found <br />correct that the mm6unt of taxes for the year 1949 in the amount of $209.76 he relieved, and deed be accepted for <br />lots in lieu of payment of taxes.~' <br /> <br />Attached 0 "I am today handing yeu the following tax acceunts which are in the name of Mrs. Annie M. <br /> Barrow 424 Douglas Avenue. Barrow has agreed to deed these lots to the~ City of Portsmouth, if the City will relieve <br />the taxes shown above. Th~se lots are located on Hamilto~ 'Avenue between Cleveland and Detroit as shown on <br />plat 172and are'entirely in Hull's Creek." <br /> <br />Motion of $~. Howard to concur in the recommendationof the City Manager was adopted. <br /> <br /> 5th - "! am submitting the attached letter from F. C. Carley, requesting that Walter Nor- <br />fleet Jernigan he retired from city employment I recommend that the request be granted~, He will receive 'the sum <br />of $68.50 from Social Security which will be $30.30 less than one half of the amount he is earning at the present <br />time. I am of the opinion that we should not make any further retirements other than on Social Security until we <br />have completed our plan for retirement of all employees of the City~, in-order that we may retire all on the ~ame <br />basis." <br /> <br />Motion of Mr. Smith to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 6th - "I have been requested by the Superintendent of the Water Department that a date be <br />set for the annual inspection of the water plant. It has been suggested that May 19th or 20th will be suitable <br />for ~he inspection, if this-meets with the approval of the Council." <br /> <br /> The Ceuncil set May 20th as the date for ~he annual znspection of the wa~er plant. <br /> <br /> 7th - "I submit the attached letter from ~Ir. Murden, Superintendent of the.Water Department <br />concernzng the extension of water mains and fire hydrants beyond the city limits and recommend that~lhis report <br />be referred to the committee studying the new contract for water service beyond the city limits." <br /> <br /> Motion of Mr. Smith that this matter be referred to the committee studying new water contrac~ <br />for Norfolk County, was adopted. I <br /> <br /> 8th - "I am submitting the attached letter from the UnitedSheel Metal Works indicating thei~ <br />interest to purchase approximately one half an acre of land from the ~ract known as the Jeffrey Wilson site on <br />Broad Street. This is being submitted for your consideration." <br /> <br /> Motion of Mr. Howard to refer to a committee for further study and recommendation, was <br />adopted, - <br /> <br /> 9th - "I submit the attached letter f~om the Managing Director of the Portsmouth Chamber <br />Commerce, for your consideration." <br /> <br /> <br />
