April 14th, 1953. At a regular meeting of the City Council ,'held on April 14th, 1953, there were present: Fred A. Duke,Frank N. Bilisoly,Jr,, George L. Grimes, R.E. Hawks, C.C. Houghton,Jr., J.~N. Howard~ Edgar W. Lawrenee, R. Irvine Smith, E. R. Sturtevant, C.E. Warren, Pearle J~ Wilson, I~G. Vase, City ~ager, and R. C. Barclay, City Atterney. Minutes of regular meeting held on March 24th, 1953 were read ~d approved. The following reports from the City Manager were read: let - "I submit the attached Easement Agreement between the City of Portssmouth,Virginia end,the Portsmouth Gas Company, for an easement over and across the property known as the City Farm and I recom - mend that the Mayor be authorized and directed to execute the'same for and on behalf of the City and that the City Clerk be directed to attest the same and affix the city seal thereto." ~otion of ~zr. This is for your On motinn filed. 4th - "I submit the attached list of taxes from J.L. Jolliff, Delinquent Tax Collector, with his request that they be relieved since the lot~ are now owned ~y the City of Portsmouth~also a list of taxes on property which o~ners agree to deed ~o the City in consideration of taxes being relieved. I recommend that the matter be referred to the City Attorney ~nd if it is found correct that the mm6unt of taxes for the year 1949 in the amount of $209.76 he relieved, and deed be accepted for lots in lieu of payment of taxes.~' Attached 0 "I am today handing yeu the following tax acceunts which are in the name of Mrs. Annie M. Barrow has agreed to deed these lots to the~ City of Portsmouth, if the City will relieve the taxes shown above. Th~se lots are located on Hamilto~ 'Avenue between Cleveland and Detroit as shown on plat 172and are'entirely in Hull's Creek." Motion of $~. Howard to concur in the recommendationof the City Manager was adopted. 5th - "! am submitting the attached letter from F. C. Carley, requesting that Walter Nor- fleet Jernigan he retired from city employment I recommend that the request be granted~, He will receive 'the sum of $68.50 from Social Security which will be $30.30 less than one half of the amount he is earning at the present time. I am of the opinion that we should not make any further retirements other than on Social Security until we have completed our plan for retirement of all employees of the City~, in-order that we may retire all on the ~ame basis." Motion of Mr. Smith to concur in the recommendation of the City Manager, was adopted. 6th - "I have been requested by the Superintendent of the Water Department that a date be set for the annual inspection of the water plant. It has been suggested that May 19th or 20th will be suitable for ~he inspection, if this-meets with the approval of the Council." The Ceuncil set May 20th as the date for ~he annual znspection of the wa~er plant. 7th - "I submit the attached letter from ~Ir. Murden, Superintendent of the.Water Department concernzng the extension of water mains and fire hydrants beyond the city limits and recommend that~lhis report be referred to the committee studying the new contract for water service beyond the city limits." Motion of Mr. Smith that this matter be referred to the committee studying new water contrac~ for Norfolk County, was adopted. I 8th - "I am submitting the attached letter from the UnitedSheel Metal Works indicating thei~ interest to purchase approximately one half an acre of land from the ~ract known as the Jeffrey Wilson site on Broad Street. This is being submitted for your consideration." Motion of Mr. Howard to refer to a committee for further study and recommendation, was adopted, - 9th - "I submit the attached letter f~om the Managing Director of the Portsmouth Chamber Commerce, for your consideration."
