<br />plication to the commissioners. AS stated above. ~the Act authorizing the creation of the commission does not speci.

<br /> Coast Line .Railroad Company and the City of Portsmouth, VIrgxnla, to lease parcels of land as shown upon the at-
<br /> tached blue print for the purpose of dampi~n~ such waste materzal as glass, metal, cement, brick, ashes, rubble
<br /> directed to execute the agreement ifor and on
<br /> and similar materials and recommend that the Mayor be authorized and
<br /> behalf of the City and that the City Clerk attest the same and affix the city seal thereto.
<br /> On motion of Mr. Howard, the following resolution was adopted:
<br /> "Be it Resolved by the City Council of the City of Portsmouth, Virginia,
<br /> in regular meeting assembled, that the Mayor of said City be, and he
<br /> hereby is, authorized to enter into an agreement with the Atlantic Coast
<br /> Line Railroad Company, and to sign same on behalf of said City, whereby the
<br /> Atlantic Coast Line Railroad Company demises and leases unto said City the
<br /> right and privilege of occupying and using for the purpose of disposing
<br /> non-burnable waste materials such as glass, metal, cement, brick, ashes,
<br /> cinders, rubble and other similar materials, all that certain space of land
<br /> at Pinners Point, Virginia, as particularly described in said agreement, which
<br /> agreement is dated March 30, 1953.
<br /> 3rd - "I submit the attached agreement between the City of Portsmouth, Virginia for
<br /> for laying and maintaining a water line in the City of Suffolk on the property of the
<br /> ansaideasementBirdsongrightstorageOf'WaYcompany and recommend that the Mayor be authorized and directed to execute the same for and
<br /> on behalf of the City of Portsmouth and that the City Clerk attest the same and a~fix the city seal thereto."I
<br /> Motion of Mr. Grimes that the pmoper city officials be authorized to sign the agreemen~
<br /> was adopted.
<br /> 4th - "I submit the attached agreement between the City of Portsmouth and J.T.Freeman
<br /> and also a check in the sum of fifteen hundred dollars ($1,500.)mand recommend that the proper city officials be
<br /> authorized and directed to execute the' agreement and accept thecheck on behalf of the City."
<br /> Motion of Mr. Bilisoly that proper city officials be authorized to s~gn the agreement,
<br /> was adopted
<br /> 5th - "I submit the attached report from the Retirement Board and recommend that the
<br /> Council concur in the recommendation of the Retirement Board. The amount of retirement would be the sum of
<br /> $138.50 per month."
<br /> Motion of Mr. Howard that Mr. Liverman be retired effective May 15th, 1953, at a pension
<br /> of $138.50 per month was adopted.
<br /> Sth - "I submit the attached letter from W.H. Culpepper requesting retirement.
<br /> I recommend that ~r. Culpepper be retired effective May 31, 1953, and that his
<br /> pay be adjusted in accordance with the final decision of the Council as ~o retirement of other city
<br />
<br />employees."

<br /> Notion of Mr. Sturtevant to concur in the recommendation of the city Manager and that
<br />Mr. Culpepper be retired effective May 31st, 1953, was adopted.
<br /> 7th - "I submit the attached letters from the~irginia Insurance Rating Bureau and the
<br />National Board of Fire Underwriters.
<br /> I have informed the Virginia Insurance Rating Bureau that I would like to have
<br />one of their engineers visit me at my~ffice to discuss this matter if convenient and if not so, I would make an
<br />appointment to discuss the matter with Mr. Freeman in his office .on my next trip to Richmond."

<br /> 8th - "I submit the attached letter from the Optimist Club of ~he City of Portsmouth,
<br />Virginia, to which is attached an invoice from the City of Portsmouth Water Department for water and sewage bills
<br />in the~sumof $49.87. I recommend that the City Collector be authorized and directed to remit'the amoun~ of~the
<br />charges for w~ter and sewage bills at the premises known as the Optimist Boys:' Club at 1715 Glasgow Street and
<br />that no further Charges for the above services be made until July l, 1953 at which timelthe Club shall be charged
<br />for water and sewage bills ~he.same as any other water and sewage charge within the City limits of Portsmouth."
