<br /> inclosed - "Reference is made ro your letter of 15 May and to your recent telephone conversations
<br />with Nm. P~intz and ~ir. Yoder of this office, relative to the application of the Virginia Department of Highways
<br />for a per, it to construct a fill and bridge across Bain's Cre~k in Portsmouth.
<br /> Inclosed is a drawing prepared by the Virginia Department of Highways which shows the
<br /> location of the proposed crossing and the extent of the contemplated fill. The plan indicates approximately 600
<br /> linear feet of fill to an elevation of about 8.13 feet above mean low water, separated in mid-stream by an open
<br /> pile bridge 75 feet long.
<br /> The bridge would afford one clear navigation opening ro have a horizontal clearance
<br />of 20 feet and vertical c lekrance of S feet at mean low water. According to the plan, no retaining structure is
<br />contemplated to confine the fill.
<br /> Departmental regulations require that an application of this kind be given maximum
<br />pnblicity by public notice er hearing ro obtain, if practicable, the ~iews of all concerned. Since the proposed
<br />structure is unusual in that it woald consist of about 90 per cent of.~unconfined fill, this office desires to firs~
<br />obtain the views of the City of Portsmouth regarding the proposal, particularly as to the effect that the fill
<br />would have upon boat%ng, tidal flow, drainage, abutting properties, and the general welfare of the community.
<br /> Motion of NLr. Hon~hton that the City Manager start construction of the fill on the
<br />city's side, to expgdite buitding~ of new City Park Bridge, was adopted.
