<br /> 3rd - "You referred to me the matter of a duplication of taxes assessed against William J.
<br />Arnett, 1804 County Street, for the year 1948.
<br />
<br /> I-have investigated this matter by discussing it with the Commissioner of Revenue
<br />and to the best of my knowledge, Mr. Arne~t~ was assessed at two different locations in the City on the same pro-
<br />petty. I therefore recommend that ~ refund in the sum of $3.29 be made to William J. Arnett, 1804 County Street,
<br />and that the City Auditor and Collector be authorized and directed to pay Mr. Arnett the above amount.'

<br /> 4th - '~t a previous meeting of the Council yon instructed me to secure bids from firms of
<br />engineers, for the preparation of plans, profiles and specifications for storm drainage for Wilson and Tyler
<br />Wards and other sections within the City to be designated by the Director of Public Works.
<br />
<br /> I submit the attached bids and recommend that if it is the pleasure of the Council
<br />to proceed with the work that the contract be awarded to the lowest bidder, maid low bid to be determined hy the
<br />City Nanager and the Direc~or~ of Public Works and-to be reported to the Council at their next regular meeting ac-
<br />companied by a contract to be prepared and to be executed by the City of Portsmouth and the successful bidder."

<br />"WHEREAS, the School Board for the City of Portsmouth, Virginia, on the
<br /> 23rd ~ay of June, 1953, presented to thia~ouncil, an application addressed
<br /> to the State Board of Education of Virginia for the purpose of securing the
<br /> State School Construction Funds in the amount of $574,988.70 for the new school
<br /> building (or for adding to or improviugthe present school building) at West
<br /> Road and Locust Way, Extended, Portsmouth, Virginia,
<br /> RESOLVED, that. the application of.the City School Board to the State Board of
<br /> Education of Virginia for $574,988.70 from the School Construction .Fund is hereby
<br /> approved.
<br />The Council of said City has, or wiil provide~ sufficient~unds through cash
<br />appropriationsand/or levy, to complete this project. If the school Board has
<br />sufficient funds on hand to complete the project, permission is hereby gran~d
<br />for the use of said funds, for the purpose designated in the aDplication.'
<br />
<br />On motion of Mr. Hawks, said resolutinn was adopted, and by the following vote:

<br /> 6th - "I submit the attached letter from the Portsmouth Transit Company to which is at-
<br />tached an amendmen~ to the City Code of 1951, Section 16-34 relating to advertising signs on buses and recommend
<br />that the amendment be placed on its first reading."

<br />Motion of Mr. Howard to place the following ordinance on first reading, was adopted:

<br /> 7th - "I submit the attached report from Frederick B. Hill & Company, Certified Public
<br />Accountants dated February 4, 1953, 'ind£cating the Delinquent Real Estate Taxes due the City of Portsmouth with an
<br />amount in the sum of $21,126.66 of unrelieved taxes.
<br /> I recommend that the City Auditor and City Collector be authorized and directed ~o
<br />charge out of their taxes receivahle the above amount subject to minor corrections and adjustments."
<br />
<br /> Motion of Mr. Bilisoly that the taxes be relieved after verification by the City Attorney,
<br />was adopted.
<br />
<br /> 8th - "I am filing the attached report of the audit of the Accounts and Records of Mrs.
<br />~ary M. Hudgins, City ~reasurer, received from the State Auditor of Public Accounts/'
